- Step 1 (Go/No Go): Assesses GSS implementation, commitment to policies, demonstrable results, speed, accountability, breakthrough potential, clear benchmarks, advancement of policy priorities, and prohibition of discriminatory/anti-American values.
- Step 2 (Full Evaluation): Considers technical merits of R&D and relationship to DOW missions (equal importance), cost/price realism, and S&T Protection risk assessments.
