Quick Summary
The U.S. Army Corps of Engineers (USACE) New York District has issued an advance notice for Maintenance Dredging of Newark Bay, New Jersey. This presolicitation outlines plans to remove approximately 300,000 cubic yards of shoaled material from critical navigation channels. The project is estimated to cost between $25,000,000 and $100,000,000. This is an unrestricted procurement.
Scope of Work
The project involves maintenance dredging of selected critical shoals in the Main, Port Newark, and Port Newark Pierhead Channels of Newark Bay. Dredging will achieve depths of -40 feet and -50 feet Mean Lower Low Water (MLLW) plus 1 foot of allowable overdepth. The dredged material, primarily silt and clay, must be processed and transported to a contractor-furnished, State-permitted upland placement site. Due to New Jersey Department of Environmental Protection restrictions, work requires a mechanical dredge with a closed clamshell environmental bucket, along with multiple barges and tugboats. The contractor is responsible for obtaining all necessary permits for dredged material placement, ensuring compliance with Federal, State, and local criteria.
Contract & Timeline
This is a Presolicitation. Plans and Specifications are expected to be available in May 2026, with bid opening anticipated in June 2026. The Government intends to award the contract in August 2026, with work projected to occur between August 2026 and February 2027. The estimated cost range is $25,000,000 to $100,000,000. Liquidated damages of $2,921.00 per calendar day will be assessed for delays.
Submission & Requirements
The apparent low bidder will be required to provide copies of all necessary permits and approvals for transportation, transfer, dewatering, processing, and final placement of dredged material within 35 calendar days of notification. Once awarded, the Contractor must commence work within five (5) calendar days of receiving the Notice-to-Proceed and maintain an integrated production rate of at least 2,500 cubic yards per calendar day.
Eligibility / Set-Aside
This is an unrestricted procurement.
Additional Notes
The required production rate aims to minimize the impact of dredging equipment on ship traffic in the channel.
