• Discrepancies: Offerors must notify the buyer/CO in writing of any errors, omissions, or unsound requirements.

• Debriefings: Offerors excluded from competition may request a debriefing per FAR 15.503, 15.505, or 15.506.

• Evaluation Criteria:

  • Factor 1 Technical: Subfactor 1 (Qualified Vendor) requires the contractor to be qualified. Subfactor 2 (Schedule) requires a detailed project schedule.
  • Factor 2 Price Proposal: Must demonstrate cost and price criteria.

• The acquisition is limited to qualified sources. A qualification package is required for new sources.

• Offerors must meet all solicitation requirements. Failure to meet a requirement may result in ineligibility for award.

• Any exceptions to terms and conditions must be clearly identified with complete rationale explaining the impact on performance, schedule, and cost.

Solicitation / RFP / RFQ

This document outlines the evaluation factors and methodology for selecting a contractor based on a best-value source selection process, in accordance with FAR 15.3. The Government will select the best overall offer, considering an integrated assessment of Technical/Technical Risk and Cost/Price. The contract may be awarded to a responsible offeror whose proposal conforms to the solicitation requirements and represents the best value.

• Technical Factor: Evaluated based on two subfactors:

  • Subfactor 1: Qualified Vendor: The contractor must be a qualified source prior to award, as per Section J. Qualification confirmation is required.
  • Subfactor 2: Schedule: Evaluated on the clarity of project scope understanding, reasonable execution approach, and detail/completeness. Requires a Work Breakdown Structure (WBS), clearly defined milestones, and realistic task durations. The submission must be in Excel, Word, PowerPoint, or Project format and not exceed 10 pages.

• Cost/Price Factor: Evaluated for Reasonableness and Total Evaluated Price (TEP). CLIN prices will become contractually binding.

• The Government intends to award one contract but reserves the right to award no contract.

• Basis for Award: Best value source selection, integrating Technical/Technical Risk and Cost/Price.

• Evaluation Process: Qualified offerors will be evaluated on Technical, Technical Risk, and then Price.

• Discussions: The Government reserves the right to award without discussions but may conduct them if necessary. Offeror responses to Evaluation Notices (ENs) and Final Proposal Revisions (FPRs) will be considered.

• Technical Rating: Subfactor 1 is rated Acceptable/Unacceptable. Subfactor 2 uses a color/adjectival rating system (Blue/Outstanding, Purple/Good, Green/Acceptable, Yellow/Marginal, Red/Unacceptable).

• Technical Risk Rating: Assesses risk associated with the technical approach (Low, Moderate, High, Unacceptable).

• Only qualified offerors will be considered for award.

• The "correction potential" of proposal uncertainty will be considered at the Government's discretion. Proposals not meeting requirements may be eliminated.

• All elements of the evaluation will include proposed profit.
