This document provides responses to vendor questions regarding Solicitation W911SG-26-Q-A026, clarifying requirements for training services.

• Manufacturing Disciplines: Training will cover Intuitive and G-code CNC machining (Lathe/Mill), and Additive Manufacturing using various plastics filaments, including metal printing, injection molding, SLS, FDM, and SLA.
• Participant Numbers: Each training session will accommodate up to 10 personnel.
• Facilities & Equipment: Training facilities and equipment will be provided on-installation. Off-post equipment and supplies must be provided by the contractor as stated in the PWS.
• Instructor Qualifications: Instructors must possess a minimum Associate's Degree in Mechanical/Industrial Engineering, Materials, or Computer Science, with at least three years of experience operating 3D printers and relevant software. They also need three years of teaching experience in setup, tool/work offsets, and CAM software. The ability to re-engineer parts using CAD software is also required. A team-teaching approach is acceptable, provided each instructor meets minimum qualifications for their block of instruction.
• Incumbent Contractor: There is no incumbent contractor providing these services.
• Instruction Format: All training will be conducted in person; hybrid or remote instruction will not be considered.
• Size Standard: The applicable size standard for this solicitation is $16.5 Million.
• Set-Aside Status: The solicitation is a 100% Total Small Business Set-Aside.
• Brand Name Equipment: Equivalent printer models that meet or exceed specified build volume and capability specifications are acceptable, though the same makes are required.
• Evaluation: If multiple proposals are rated Acceptable, award will be made to the offeror with the lowest evaluated price among technically acceptable proposals.
• OEM Part List: The OEM Part List (Attachment 3) will be provided at the time of award. The contractor will be notified during the first week of class about required materials for students to make their OEM part.
• Phase-In (Volume III): The 72-hour phase-in will involve the contractor demonstrating their ability to start training, with a coordinated walkthrough to ensure all PWS requirements are met.

These clarifications refine requirements related to training scope, instructor qualifications, equipment, and evaluation criteria. Bidders should ensure their proposals address these points accurately.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide advanced manufacturing training to enable students to gain knowledge and "how to" on current and future manufacturing methods, developing a skillset to sustain across military needs. The training aims to equip students to become instructors and utilize hands-on techniques for future Army manufacturing innovations.

• Provide six (6) training classes over a 12-month period, with a minimum of 8 and a maximum of 10 students per class. Each class will be a minimum of 6 weeks and a maximum of 8 weeks.

• Training will cover Computer Aided Design (CAD) software (GrabCAD, IdeaMaker, Autodesk Fusion, Mastercam, Feature Cam, SolidWorks), 3D printing, and manufacturing equipment diagnostics.

• Topics include engineering design, reverse engineering, post-processing, nondestructive testing (NDT), and additive manufacturing (AM).

• A capstone project involving designing, printing, and manufacturing a final-use Original Equipment Manufacturer (OEM) part is required for each class.

• Three classes will be held off-installation, and three will be held on Fort Bliss, TX, utilizing government-owned equipment for the latter.

• 100% delivery of all sessions per schedule, unless modified by mutual agreement.

• Performance thresholds are critical to mission success and may affect CPARS ratings.

• Deliverables include a full implementation plan within 4 days of award, course reports within 4 days of course completion, and documented adaptations to participant feedback.

• Weekly reports are due each Monday, detailing student feedback, issues encountered, suggestions, lessons covered, and attendance.

• A certification of completion must be provided to each student at the end of each class.

• Period of Performance: April 27, 2026 – April 26, 2027.

• Place of Performance: Facilities on Fort Bliss, TX, and off-installation within a 15-mile radius of 2674 Shannon Van Valzah Rd, Fort Bliss, TX 79916.

• Contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, and materials, except for Government Furnished Property (GFP) and Government Furnished Services (GFS).

• Contractor employees must possess an Associate's Degree or higher in a relevant engineering or science field and a minimum of three years of experience operating specified 3D printers and CAD/CAM software.

• The contractor must develop and maintain an effective Quality Control Plan (QCP).

• A non-disclosure agreement is required due to the nature of the performance.

• The contract type is anticipated to be Firm-Fixed.

• Security requirements for accessing Fort Bliss must be met.

• Recognized Federal Holidays are listed, during which services may not be required.

Solicitation / RFP / RFQ

This solicitation, W911SG26QA026, is for "1AD Advanced Manufacturing Training." The government is procuring training services related to advanced manufacturing.

Solicitation / RFP / RFQ

This solicitation is issued by the Mission and Installation Contracting Command (MICC) – Fort Bliss, TX, to procure Advanced Manufacturing Training for the 1st Armored Division on a competitive basis. The training will consist of six recurring sessions, each lasting 6-8 weeks, to be completed within a 12-month performance period.

• Provision of all labor, materials, and supervision for Advanced Manufacturing Training.

• Training to be conducted in six recurring sessions.

• Specific brand name printer models (as identified in PWS Section 4.1.3) must be offered and are required for Army component production.

• Offerors must demonstrate capability to supply exact brand name equipment certified by JMTC, including structural integrity testing, repeatability assessments, and MILSPEC verification.

• No alternate or substitute printer models will be accepted.
