Scope of Work

The contractor will provide all labor, materials, and supervision for Advanced Manufacturing Training. This includes:

  • Six (6) recurring training sessions over a 12-month period, each lasting 6-8 weeks.
  • Each session will accommodate up to 10 personnel.
  • Training will cover Computer Aided Design (CAD) software (e.g., GrabCAD, IdeaMaker, Autodesk Fusion, Mastercam, Feature Cam, SolidWorks), 3D printing, manufacturing equipment diagnostics, engineering design, reverse engineering, post-processing, nondestructive testing (NDT), and additive manufacturing (AM).
  • A capstone project involving designing, printing, and manufacturing a final-use Original Equipment Manufacturer (OEM) part is required for each class.
  • Three classes will be held on Fort Bliss, TX, utilizing government-owned equipment, and three will be held off-installation within a 15-mile radius of 2674 Shannon Van Valzah Rd, Fort Bliss, TX 79916.
  • All training must be conducted in person; hybrid or remote instruction is not permitted.
  • Specific brand name printer models, certified by JMTC, are required for Army component production, and no alternate or substitute models will be accepted.

Submission & Evaluation

  • Offers must be submitted electronically via email to the Primary and Contracting Officer points of contact.
  • Proposals must consist of three separate volumes: Price Proposal, Technical Proposal, and Phase In.
  • Evaluation will be based on Price and Technical Acceptability. Technical factors include Brand Name (specific models certified by JMTC), Education (Degree Obtained), Experience with Equipment, and Experience Teaching Use of Equipment.
  • Award will be made to the offeror with the lowest evaluated price among technically acceptable proposals.
  • Offerors must hold prices firm for 60 calendar days from the offer due date.
  • The 72-hour phase-in (Volume III) requires the contractor to demonstrate their ability to start training and ensure all PWS requirements are met.

Instructor Qualifications

Instructors must possess:

  • A minimum Associate's Degree in Mechanical/Industrial Engineering, Materials, or Computer Science.
  • At least three years of experience operating specified 3D printers and relevant software.
  • Three years of teaching experience in setup, tool/work offsets, and CAM software.
  • The ability to re-engineer parts using CAD software.
  • Team-teaching is acceptable, provided each instructor meets minimum qualifications for their block of instruction.

Additional Notes

  • A Wage Determination (2015-5229) applies, establishing minimum wage rates and fringe benefits under the Service Contract Act for El Paso and Hudspeth Counties, TX. Bidders must account for these labor costs in their pricing.
  • There is no incumbent contractor for these services.
  • The OEM Part List (Attachment 3) will be provided at the time of award.
  • The contractor must develop and maintain an effective Quality Control Plan (QCP), meet security requirements for Fort Bliss, and sign a non-disclosure agreement.
  • Payment will be made via Wide Area WorkFlow (WAWF).
