Statement of Work (SOW) / Performance Work Statement (PWS)

This PWS outlines the requirements for a contractor to provide Prolonged Field Care (PFC) and Advanced Medical Training (AMT) to enhance the life-saving medical capabilities, patient assessment, and tactical medical procedures of 12 Marines from Force Company, 4th Reconnaissance Battalion, under realistic combat conditions.

• Deliver a five-day training event incorporating current operational lessons learned and hands-on application of TCCC protocols.

• Training will occur in a controlled environment using cadaver models to replicate battlefield conditions.

• The contractor must provide all personnel, instruction, equipment, and materials.

• Maintain a student-to-instructor ratio not to exceed 6:1.

• Ensure all training objectives are achieved.

• Deliver instruction incorporating real-world scenarios and current operational lessons learned.

• Provide a structured, performance-based training environment with hands-on application.

• Training effectiveness requires at least 90% of students to demonstrate proficiency in required TCCC/PFC learning objectives.

• Dates: 27 April 2026 to 1 May 2026.

• Location: Within a 50-mile radius of East Carolina University.

• Instructors: Two Subject Matter Expert (SME) instructors with extensive experience in TCCC and advanced combat medical techniques, possessing prior or current combat experience with a special operations unit.

• Medical Oversight: One trauma surgeon or equivalent medical professional to oversee cadaver lab operations and ensure compliance with medical and legal standards.

• Materials: Provide one cadaver for training, six role players, all necessary Class VIII medical supplies (including tourniquets, hemostatic agents, chest seals, etc.), and intravenous fluids.

• Training Areas: Hemorrhage Control, Airway Management, Respiration and Tension Pneumothorax, Bandaging and Splinting, Shock Management, Pain Management, Improvised Medical Techniques, and TCCC Continuum of Care (Care Under Fire, Tactical Field Care, Tactical Evacuation Care, Prolonged Field Care).

• Unit Responsibilities: Force Company will provide unit-specific equipment and two Special Operations Independent Duty Corpsmen (SOIDC) to support instruction and maintain a 5:1 student-to-instructor ratio.

This document is a Notice of Intent to Award a Sole Source Contract. It informs interested parties that the Government intends to award a firm-fixed-price contract to Ragged Edge Solutions LLC for specialized medical training.

The training is for the 3d Reconnaissance Force to develop prolonged field care capabilities, essential for operational readiness in austere and expeditionary environments.

• Ragged Edge Solutions LLC is identified as the only responsible source capable of meeting the requirement.
• Market research did not identify other vendors capable of satisfying the minimum requirements.
• Ragged Edge offers a uniquely integrated, scenario-based training solution with specialized facilities configured for realistic training environments.
• They are the only vendor geographically proximate to the 3d Reconnaissance Force Headquarters offering a fully integrated solution, including academic space, hospital access for lab training, and on-site lodging/dining.
• Award to any other source would cause unacceptable delays and failure to meet mission requirements.

While this is not a request for competitive quotes, interested parties may submit a capability statement demonstrating their ability to meet the Government's requirement. Capability statements must be submitted via email by the response date (30 March 2026) and clearly demonstrate the ability to provide equivalent training, facilities, and support services.
