Scope of Work
This RFI outlines requirements for vendors to provide:
- Aircraft: Multiple technically advanced aircraft (TAA) (FAA-defined), including single (min. 180 HP) and multi-engine, equipped with ADS-B In/Out, WAAS-enabled GPS, and auto-pilot, available for immediate deployment.
- Maintenance: "In-house" maintenance by qualified mechanics, with on-site support at San Angelo Regional Airport (KSJT), including hangar/ramp space. Vendor is responsible for all aircraft needs (fuel, oil, maintenance).
- Availability: 100% availability for scheduled missions, with sufficient spare aircraft of similar class/type/model.
- Scheduling: Ability to accommodate customer scheduling requests with 24-hour notice (48 hours for cross-country flights).
- Instructors & Testing: Employ certified flight instructors and provide a Designated Pilot Examiner (DPE) and FAA testing for required ratings (multi-engine, complex, high performance, CFI, ATP, MEI) at no additional cost.
- Simulators: Access to FAA-certified flight simulators for annual and bi-annual proficiency/currency.
- Facilities: Adequate flight planning, briefing, and administrative space with wireless internet and computers/printers for CG personnel.
- Expansion Support: Demonstrated ability to support JPO's multi-year expansion needs for flight training.
- Offsite Operations: Allow JPO pilots to fly contract aircraft offsite and conduct shutdowns/start-ups away from KSJT.
