Scope of Work
The contractor will provide advisory services on nursery crop insurance issues, including:
- Nursery plant production practices, classification, and taxonomy.
- Hardiness zone limitations, storage, and plant protection procedures.
- Risk assessment, wholesale marketing, and crop insurance procedures.
- Assisting RMA personnel and interested parties with questions.
- Attending relevant RMA and nursery industry meetings.
- Aiding RMA personnel with large claims as necessary.
- Advising on modifications to the NVS pilot crop insurance program.
Contract Details
- Contract Type: Labor Hour
- Period of Performance: A base year (June 1, 2026 – May 31, 2027) with two possible one-year option periods, not to exceed three years total.
- Set-Aside: Total Small Business Set-Aside (NAICS 541611).
- Place of Performance: Primarily at the Contractor's facilities.
- Estimated Effort: Approximately 380 hours per year.
- Travel: May be required to all 50 states, possessions, and/or territories. Travel is cost-reimbursable with pre-approval, with a not-to-exceed amount of $1,250 per year.

- Submission Method: Email quotes to jill.craft@usda.gov and Lizabeth.kuhaneck@usda.gov. Offerors must submit a signed copy of Amendment 0001 with their quote.
- Evaluation: A tradeoff process will be used, where Technical Capability and Past Performance (combined) are significantly more important than Price. Offerors must receive at least a "MEETS EXPECTATIONS" rating on non-price factors to be eligible for award.
- Key Qualifications: Expertise in horticultural sciences is required. While a Master's degree is generally expected for a Horticulture Specialist, lower degrees with extensive experience will be considered. All horticulturally related research and experience will be considered for past performance. Credentials/certifications are encouraged but not required.
