Statement of Work (SOW) / Performance Work Statement (PWS)

To provide professional Architect-Engineer (A/E) services to evaluate, plan, and design the repurposing of approximately 17,000 square feet on the 8th floor of Building A at the U.S. Government Publishing Office (GPO). The goal is to create a complete, biddable, and constructible design for a multi-functional workplace environment, including a self-service lounge, conference facilities, and flexible workspace, supporting building occupants and visitors.

Services include feasibility assessment through the preparation of construction documents. Key tasks involve:

• Existing Conditions Investigation: Site survey, evaluation of HVAC, electrical, plumbing, and fire protection systems, review of as-built drawings, and hazardous materials survey.

• Feasibility and Concept Study: Technical, financial, and operational evaluation of the space, including developing at least two conceptual layout options.

• Design: Developing detailed design documents for interiors, furniture, HVAC, telecommunication, electrical, plumbing, and fire suppression systems, ensuring compliance with all applicable codes and standards.

• Phased Construction Strategy: Developing a plan to maintain GPO operations, avoid downtime, and minimize disruption during construction.

• Design must comply with applicable federal, state, and local codes and standards, including IBC, NFPA, ASHRAE, and ADA.

• A comprehensive Code Analysis Narrative is required at the 35% design submission.

• Internal QA/QC process and signed certification are required for each design phase.

• Hazardous materials detected must be reported, and the design must indicate a remediation plan.

• Design services are scheduled to be completed within 180 calendar days from the Notice to Proceed (NTP).

• Final documents are intended to support construction award for Fiscal Year 2027.

• The project area is the 8th floor of Building A, U.S. Government Publishing Office.

• Key Personnel: Requires a Project Manager, Licensed Architect, Licensed Mechanical Engineer, Licensed Electrical Engineer, Licensed Fire Protection Engineer, and Cost Estimator, each with specific minimum experience and education requirements.

• Deliverables: Submissions include a Feasibility Report, Schematic Design Package, Design Development Package, and 100% Construction Documents, all in electronic format.

• Cost Estimating: Independent construction cost estimates are required at each major submission milestone, utilizing RS Means or equivalent, including phasing premiums, escalation, contingency, and markups.

• Government-Furnished Information (GFI): GPO will provide existing drawings, as-built drawings, and historical inspection reports, but the A/E is responsible for field verification.

• Agency Operations: Services are to be performed during normal GPO business hours (Monday-Friday, 7:00 a.m. to 3:30 p.m.), with after-hours work requiring prior approval. Strict security, identification badge, sign-in/sign-out, parking, and conduct policies must be followed.

Amendment / Modification

This amendment modifies solicitation 040ADV-26-R-0022, dated April 10, 2026. The key changes are:

• Extension of the proposal due date to May 29, 2026.

• Revision of the Statement of Work (SOW) to Attachment J.1, dated May 15, 2026, with revisions highlighted in red.

Questions & Answers / Clarifications

This document provides responses to contractor questions regarding solicitation 040ADV-26-R-0022, clarifying various aspects of the project scope, submission requirements, and contract details.

• Furniture Design: The A/E design will include furniture planning, selection, and specifications.
• Proposal Submission: Representations, Certifications, and Other Statements of Offerors should be included in Volume 1, Company Information. Standard forms are not recalled as being required.
• Proposal Format: Documents can be prepared in Microsoft Word and converted to PDF for inclusion in the Adobe PDF Portfolio, provided it meets other requirements.
• Project Manager Education: The minimum education requirement for Project Manager will be broadened to allow a Bachelor's in Architecture, provided other experience criteria are met.
• Set-Aside: The solicitation is open to any size firm.
• Estimated Cost: The construction cost is estimated to be between $3M-$4M.
• PPQs: Completed PPQs may be submitted in the past performance volume.
• Key Personnel: License/certification numbers listed on resumes suffice for proof of qualification. Signed letters of commitment for key personnel do not require a specific format.
• Evaluation Criteria: Section M describes the evaluation criteria; Offerors should structure responses in Section L to address these criteria, rather than submitting a separate document.
• Schedule: The draft schedule should be based on an approximate 180-day project duration from NTP.
• Hazardous Materials: Offerors must include hazardous materials investigation and coordination services in their proposal. The A/E will evaluate existing conditions and determine remediation needs.
• Proposal Due Date: The proposal due date was adjusted to May 29, 2026.
• Construction Services: Construction period services will be awarded under a separate contract.
