Scope of Work
The project involves developing a comprehensive Industrial District Plan for Eielson AFB. Key aspects include:
- Assessing existing conditions, capacities, constraints, and development opportunities within the industrial district.
- Defining alternatives and associated planning-level costs.
- Providing conceptual graphics and spatial data.
- Refining planning documentation for installation programming and prioritization.
- The plan will encompass an Illustrative Plan, Execution Plan, Capacity Plan, Regulating Plan, and Executive Summary.
- The A&E firm will conduct site visits, field reconnaissance, stakeholder interviews, and photo documentation.
- Special consideration must be given to extreme Arctic conditions, including the critical role of Utilidors for utility distribution.
- Work must comply with installation environmental policy, OSHA regulations, and local safety requirements.
Key Deliverables & Requirements
- Geospatial Information & Services (GI&S): Deliverables must be in ESRI file geodatabase format, compliant with the latest Air Force Adaptation of SDSFIE, including specific SDSFIE Gold 4.x attribution. CAD data must be in AutoCAD .dwg. All geospatial submittals require metadata.
- District Plan Outline: The plan requires detailed sections covering Introduction, Relationship to the Installation Development Plan (IDP), District Analysis, Program Analysis, Alternative Analysis, and Findings/Recommendations, with hypertext links and digital photographs.
- Comprehensive Planning Platform (CPP) Documents: Specific templates (Word for District Overview, Constraints, Regulating Component, Planning Actions; Excel for Analysis) must be used for documentation submitted to the CPP.
- Government Furnished Items (GFI): The government will provide GIS Mission Data Sets (MDS), Sustainment Management System (SMS), Tactical Mission Dependency Index (MDI), real property inventory, and other relevant planning documents.
