• Projection and Datum: Applicable UTM Zone projection and WGS 1984 datum with EGM 96 geoid and meters as units.
• SDSFIE Gold Foundational Attribution: Specific attribute fields (featureDescription, featureName, installationId, mediaId, metadataId, featureIdpk, sdsId) must be included and populated as per the SDSFIE Gold 4.x standard.
• CAD Data: Must be delivered in AutoCAD .dwg format, with units set to meters and drawn 1:1 in model space, ensuring spatial correctness for GIS import.
• Metadata: All geospatial submittals require metadata, preferably using the SDSFIE-M Metadata Style for ArcGIS or the ISO 19139 Metadata Implementation Specification Style.
• Delivery Medium: Geospatial deliverables will be furnished via secure FTP using DoD SAFE for pre-final stages and DVDs for final stages, with the number of copies determined by the government representative.
• Vector Check/Review: Government representatives have the right to review in-progress and final GI&S data and products.
• Source Data: Source data remains the property of the US Government, and contractors may be required to sign non-disclosure agreements.

Statement of Work (SOW)

To develop an Industrial District Plan for Eielson Air Force Base (AFB), Alaska, by collecting current data and conducting a collaborative planning workshop to update existing Installation Development Plan (IDP) recommendations. The plan will support current and future mission requirements.

• Assess existing conditions, capacities, constraints, and development opportunities within the Industrial District.

• Define alternatives and associated planning-level costs.

• Provide conceptual graphics and spatial data.

• Refine planning documentation for installation programming and prioritization.

• The plan will include an Illustrative Plan, Execution Plan, Capacity Plan, Regulating Plan, and Executive Summary.

• The A-E will conduct site visits, field reconnaissance, stakeholder interviews, and photo documentation.

• Work must comply with installation environmental policy, OSHA regulations, and local safety requirements.

• The plan must be compliant with the requirements and acceptance criteria of the SOW and its attachments.

• Deliverables include electronic and hard copies of various plans, summaries, and data.

• Geospatial data must adhere to Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE).

• Project Location: Eielson AFB, Alaska.

• The SOW does not specify a period of performance, but outlines phases including a Kickoff Meeting, Site Visit and Data Collection, Draft Submittal, Review, and Final Submittal.

• Energy-efficient technology and equipment are required.
