Scope of Work
The selected A-E firm will conduct master planning to develop a comprehensive Industrial District Plan. Key deliverables include:
- Illustrative Plan
- Execution Plan
- Capacity Plan
- Regulating Plan
- Executive Summary The A-E is responsible for all research, investigation, estimating, planning, and supporting information, ensuring compliance with applicable codes and laws. The plan must integrate with the Air Force's Comprehensive Planning Platform (CPP) and adhere to specific Geospatial Information and Services (GI&S) deliverables, including ESRI file geodatabase format and SDSFIE standards. The contract schedule requires delivery within 365 calendar days.
Submission Requirements
Offerors must submit a complete electronic .pdf qualification package. This package must include:
- A cover letter with company information, DUNS, CAGE codes, and business type.
- A completed SF-330 Part I specific to the Industrial District Plan.
- A separate SF-330 Part II for each firm proposed as part of the team.
- Identification of any teaming agreements. Pricing information is NOT to be submitted with the SF-330. Packages under 5MB can be emailed to 354CONS.PKA.Designs@us.af.mil (with a courtesy copy to kimberly.graham.3@us.af.mil). Larger packages (>10MB) must be uploaded via DoD SAFE.
Evaluation Criteria
Submissions will be evaluated by a Government board using The Brooks Act, FAR Subpart 36.6, and DoD Source Selection Procedures. Key evaluation factors include:
- Professional qualifications
- Specialized experience and technical competence
- Capacity
- Past performance (using the provided Past Performance Questionnaire)
- Geographic proximity (firms with Alaska presence are advantageous) A Combined Technical/Risk Rating Method will be used. Discussions may be held with the top three firms, and a contract will be awarded to the highest-ranked firm after pricing is determined fair and reasonable. Offerors without recent/relevant past performance may receive a "Neutral Confidence" rating.
