Solicitation / RFP / RFQ

This document outlines the instructions for submitting qualification packages for Architect-Engineering Services for the Industrial District Plan, Project Number FTQW 261200. The government is seeking to identify the most highly qualified firms for this project.

• Offerors must submit a complete electronic .pdf copy of their qualification package.

• The package must include a cover letter with company information, DUNS and CAGE codes, and business type.

• A completed SF-330 Part I specific to the Industrial District Plan requirement is mandatory.

• A separate SF-330 Part II must be submitted for each firm proposed as part of the team.

Statement of Work (SOW)

To develop an Industrial District Plan for Eielson Air Force Base (AFB), Alaska, by collecting current data and conducting a collaborative planning workshop. The plan will support current and future mission requirements and integrate into the Air Force's Comprehensive Planning Platform (CPP).

• Assess existing conditions, capacities, constraints, and development opportunities within the Industrial District.

• Define alternatives and associated planning-level costs.

• Provide conceptual graphics and spatial data.

• Refine planning documentation for installation programming and prioritization.

• The plan will include an Illustrative Plan, Execution Plan, Capacity Plan, Regulating Plan, and Executive Summary.

• The Architect-Engineer (A-E) must comply with all applicable federal, state, and local statutes, instructions, manuals, handbooks, regulations, guidance, and policy letters.
