This is NOT a request for competitive proposals. However, responsible sources who believe they can meet the complete requirement are encouraged to submit a detailed capability statement via email to the Contracting Officer (ashton.g.smith.mil@socom.mil) by 23 January 2026, 1100 Mountain Standard Time.

The capability statement must demonstrate the ability to provide all equipment and services, meet the 5-hour maintenance/replacement requirement, and outline the logistical plan for multi-location deliveries.

This is a sole source notice. Information received will be considered to determine if a competitive procurement is warranted.

• Snowmobiles: 46 fully functional and fueled snowmobiles, equipped with tow hitches and recovery/repair kits, capable of traversing arctic tundra while towing 500 lbs.

• Sleds: 38 fully functional pull-behind sleds (min. 7.5 ft length, 15-inch sidewall height), delivered as complete kits.

• Trailers: 11 trailers, each capable of hauling a minimum of four snowmobiles.

• PPE: Various quantities of Full Face Helmets, Snow Goggles, Gloves, Snow Machine Gauntlets, Balaclavas, and Snow Machine Boots in specified sizes.

• Equipment must be fully functional and capable of operating continuously in an extreme Arctic environment, including off-road conditions.

• Replacement items for failed equipment must be provided within five (5) hours of notification.

• All leased equipment is for use in an extreme Arctic environment.

• Contractor shall provide on-the-spot maintenance.

• Snowmobiles and trailers provided under condition of unlimited mileage.

• Government will coordinate specific delivery/pickup addresses and POCs.

• Contractor shall not have access to tents while in use.
