Key Requirements
Vessel Specifications:
- Built in 2000 or newer, or with a recent (within 24 months) marine survey.
- U.S. flagged, with current Coast Guard, state, and local registrations/certifications.
- Minimum 70 feet OAL, with at least two main propulsion engines and station-keeping capabilities.
- Minimum cruise speed of 9 knots, range of 500 nautical miles, capable of supporting up to 12 hours underway per day.
- Capacities: Minimum 2,000 gallons fuel, 100 gallons fresh water, 100 gallons holding tank.
- Enclosed bridge/cabin, modern GPS/Chartplotter MFD, at least one functional VHF Marine Band Radio.
- Mission Accommodations: Enclosed seating for minimum 6 personnel, sleeping berths for up to 10 personnel, sufficient workspace for 6 personnel, secure equipment storage.
- Power & Equipment Integration: At least four (4) 110 VAC electrical receptacles, shore power compatibility with Valdez, AK, mast/superstructure for mounting government equipment (up to 80 lbs).
- Amenities: Minimum one functional head (restroom), galley with refrigerator or cold storage.
General Responsibilities:
- 24-hour accessibility for port services and to Port Valdez, AK.
- Ability to conduct rapid refueling, loading/unloading of supplies and personnel.
- Adequate shore power when in port. Contractor covers the cost of fuel consumed.
- Routine and corrective maintenance to keep the vessel fully operational and seaworthy.
- Contractor must acknowledge and initiate repairs within 4 hours of notification of non-mission capability. If non-mission capable for over 24 consecutive hours, a replacement vessel or pro-rated refund is required.
- Vessel shall not be equipped with active audio or video recording devices.
Evaluation
Award will be made to the responsible offeror whose offer, conforming to the solicitation, is most advantageous to the Government, based on PRICE ONLY.
Additional Notes
The Statement of Work (SOW) in Attachment 1 takes precedence. Any conflicts should be addressed via a formal Request for Information (RFI). A joint inspection by contractor and Government will occur in Port Valdez, AK, on or before February 23, 2026, with the lease period beginning upon successful inspection and acceptance.
