Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) defines the requirement to procure advisory and support services for the U.S. Army Evaluation Center (AEC) to support its integrated test and evaluation (T&E) mission. The goal is to produce unbiased, independent safety and operational evaluations to enable the Army to dominate in the multidomain operational environment.

The contractor shall provide a wide variety of technical tasks, including management and professional support services, studies, analyses, evaluations, and engineering and technical services. Services will assist AEC in evaluating Operational Effectiveness, Suitability, and Survivability (ESS) and safety. The scope includes support for various Test Mission Areas (TMAs) and Test Function Areas, with individual Task Orders (TOs) specifying detailed requirements.

• AAIDED Support: Data sciences, AI, ML, and Digital Engineering for technical performance evaluation.

• AFED Support: Technical performance evaluation of aircraft, aviation systems, and related components.

• BMDED Support: Technical performance evaluation of ground-based air/missile defense systems.

• C5ISRED Support: Technical performance evaluation of C4, PNT, EW, and ISR systems.

• MSED Support: Technical performance evaluation of automotive vehicles and engineering equipment.

• SED Support: Technical performance evaluation of CBRN, direct fire, and soldier systems.

• SVED Support: Integrated survivability evaluation.

• Training and Professional Development Support: T&E competencies training.

• Ordering Period: Seven years from the date of award.

• Period of Performance (POP) for TOs: Up to 60 months, including transition periods.

• Place of Performance: Primarily offsite at contractor facilities, with potential for government facilities and U.S. Army installations within CONUS. Specific locations may include Aberdeen Proving Ground, MD; Colorado Springs, CO; Fort Bliss, TX; Redstone Arsenal, AL; and White Sands Missile Range, NM.

• Non-Personal Services: The government will not exercise supervision or control over contractor personnel.

• Contract Type: Multiple Award (MA) Indefinite-Delivery Indefinite-Quantity (IDIQ), hybrid Cost Plus Fixed Fee and Firm-Fixed Price.

• Personnel Qualifications: Must meet education, experience, and security requirements. Resumes are required for review and acceptance.

• Security: Requires TOP SECRET facility clearance and appropriate security clearances for personnel.

• Government Furnished Items/Services: May include facilities, utilities, equipment, materials, and services as defined in the TO-level PWS.

• Contractor Furnished Items/Services: Contractor shall furnish all supplies, equipment, facilities, and services not specifically stated as government furnished.

• Reporting: Various reports are required, including Contractor Personnel Roster, Contract Technical Report, Cost and Funding Report, Labor Report, Government Property Report, Transition Reports, and others as defined in the CDRLs.

Request for Information (RFI)

This RFI is issued by the U.S. Army Contracting Command (ACC) – Aberdeen Proving Ground (APG) for market research purposes. It is not a solicitation, and no contract will be awarded from this RFI. The Army is seeking information to assist in developing an acquisition strategy for engineering and test support services for the U.S. Army Evaluation Center (AEC). The AEC produces unbiased, independent safety and operational evaluations for the Army.

The Army is seeking support in the following functional areas:

• T&E Planning Support: Development and refinement of test requirements, planning documents, methodologies, survey questions, knowledge of threats, new evaluation approaches, Design of Experiments, reliability growth, instrumentation certification, cybersecurity planning, emerging technologies, and meeting support.

• T&E Execution Support: Participation in T&E events, on-site data observation and collection, performance data tracing, surveys/interviews, evaluation/analytical support, suitability/performance/effectiveness assessments, cybersecurity/interoperability assessments, instrumentation certification, modeling/simulation, logistics demonstrations, safety events, verification/validation/accreditation, and live fire T&E.

• T&E Reporting Support: Development and preparation of evaluation, assessment, modeling, simulation, survivability, lethality, and safety reports.

• T&E Analysis and Data Management Support: Data requirements identification, tools for data storage/retrieval, database repositories, data interface/coordination, data authentication/reduction, data entry, analysis, visualization, data sciences services, computer programming, and statistical analysis.

• T&E Training and Professional Development Support: Development of training plans and materials, instruction/facilitation, and meeting support.

• Progress and Labor Reporting: Monthly progress reports and bi-weekly labor hour reporting.

• Estimated Dollar Value: $250M-$270M

• Estimated Period of Performance: October 2026 – September 2033

• Contract Type: Considering multiple award ID/IQ with Cost-Plus-Fixed-Fee (CPFF) and Firm-Fixed-Price (FFP) contract types.

• Current MACs: Seven (7) CPFF and FFP ID/IQ MACs with a total value of $249M, with an ordering period ending May 2025.

• Response Due Date: No later than 12:00 PM Eastern time on 09 April 2025.

• Format: Responses must be in writing, no more than 10 pages in length.

• OCI Concerns: Respondents must address organizational conflicts of interest related to performing operational and developmental assessment testing of systems they may have developed.

• Small Business Questions: Specific questions are posed to small businesses regarding their capability to perform at least 50% of the work, rationale for set-aside, and subcontracting plans.

• The Government will not pay for any information received in response to this RFI.

• Responses should include POC information, OCI details, company size standard, and information on similar work performed.
