Submission & Evaluation
Quotes must be submitted electronically to Judy.M.Huell@usace.army.mil and Dustin.G.Cannada@usace.army.mil. The Bidding Schedule must be returned with the quote. Evaluation will be based on three factors:
- Factor 1: Capability (Successful/Unsuccessful): Requires a detailed schedule, documentation of FAA and Mississippi licensing, and a plan demonstrating experience, understanding of requirements, current aircraft certification, and specialized equipment.
- Factor 2: Past Performance (Satisfactory/Unsatisfactory): Evidence of satisfactory performance on two (2) relevant and recent (within 5 years) contracts of similar type, size, scope, and complexity.
- Factor 3: Price: Quoted prices will be examined for reasonableness and comparability. Award will be made to the lowest priced quote that conforms to the solicitation requirements and receives a "Successful" rating on Factors 1 and 2. The government reserves the right to award without discussions. Quotes must be valid for 60 days.

Offerors must comply with Mississippi Department of Environmental Quality General Pesticide Permit requirements and the Service Contract Act Wage Determination (1979-0150 Rev 72) for labor costs.
