This is a combined synopsis/solicitation for commercial services to procure the rental of one 200ft Aerial Work Platform (AWP) with two operators for crane maintenance support at the Portsmouth Naval Shipyard (PNSY), Kittery, Maine. This announcement serves as the only solicitation; no written solicitation will be issued, and paper copies will not be available.

• Equipment: One Aerial Work Platform (AWP) with a minimum vertical reach of 200 feet and a basket capacity for at least three individuals. The AWP must be gas or diesel-powered and suitable for paint preservation tasks (painting, grinding, chipping), but not for blasting or spray painting. It must have OSHA-approved tie-off locations and be in first-class operating condition with no fluid leaks.

• Personnel: Two fully qualified AWP operators are required for the duration of the contract. One operator must be in the basket during operation, and another must be on the ground. Operators must be available for the daily work hours of 06:00 to 16:00.

• Services: The contractor is responsible for delivery, pickup, transportation, loading, unloading, setup, and breakdown of the AWP. All repairs and maintenance of the AWP are also the contractor's responsibility.

• Safety & Environmental: Compliance with applicable OSHA standards (CFR 1926 and 1915) and NAVSEA occupational safety manuals is required. Personal Protective Equipment (PPE) must be provided. Spill protection and cleanup procedures must be followed.

• Period of Performance: Two separate one-week periods: August 24th - August 28th, 2026, and August 31st - September 4th, 2026 (10 consecutive workdays, excluding weekends).

• Place of Performance: Portsmouth Naval Shipyard, Kittery, Maine.

• Contract Type: This is an RFQ, and the award will be made on the basis of Lowest Price Technically Acceptable.

• Submission Deadline: June 11th, 2026, 12:00 PM (ET).

• Submission Method: Offers shall be emailed.

• Evaluation Criteria: Quotes will be evaluated on Technical Acceptability (meeting specifications and SOW) and Price (Lowest Price Technically Acceptable). Technical submissions that do not meet minimum requirements will be rated "Unacceptable."
