Purpose & Scope

DISA's Program Management Office (PMO) for the Joint Enterprise Licensing Agreement (JELA) seeks industry input on an enterprise-wide, scalable AN solution for all DoW aviation entities. The solution must be architected for a multi-agency environment, providing continuous access to a Type 1 LOA-certified aeronautical database, associated Flight Information Publications (FLIP), an Electronic Flight Bag (EFB) software/application suite, and worldwide flight planning capabilities. Key requirements include IL-6 impact level, Section 508 compliance, mobile accessibility, and 24/7 technical support.

Key Technical Requirements

The solution must feature:

  • Aeronautical Database: FAA Type I LOA-certified, CNS/ATM compliant, adhering to RTCA DO-200/201/394 standards. Data must be available 24/7 in DAFIF 8.1 and AIRINC 424 formats, updated per the 28-day AIRAC cycle.
  • Flight Information Publications (FLIP): Digital access to all associated FLIP products (IAPs, SIDs, STARs, airport diagrams, textual information) via a secure, web-based service, downloadable for authorized users.
  • EFB Application: A subscription service for approximately 14,000 DoW and USCG aircraft, offering updated global charting, own-ship location, weather, enroute charts, terrain, terminal procedures, and integrated flight planning (including DD 1801 filing). The application must be user-friendly, updatable, and capable of tailoring data for memory-limited peripherals.
  • Technical Support: Dedicated 24/7 technical support for all provided data, products, and services.

Requested Information

Respondents should detail their capabilities in:

  • Corporate Experience & Certifications: Experience with FAA/international certified aeronautical data, current certifications (e.g., Type 1/2 LOA), and quality control processes.
  • Technical Solution & Capabilities: EFB architecture, supported operating systems, DAFIF 8.1/AIRINC 424 compliance, data change coordination, and technical support model.
  • Program Management Support: Project management methodology, team composition, post-implementation support, and experience with enterprise-level agreements. Additionally, describe integration with DoW security requirements, previous FedRAMP Impact Level assessments, training offerings, and offline/online application functionality.
