Purpose & Scope

DISA's Joint Enterprise Licensing Agreement (JELA) Program Management Office (PMO) seeks information on products and services for a scalable, enterprise-wide AN solution. The solution must provide continuous access to a Type 1 LOA-certified aeronautical database, associated Flight Information Publications (FLIP), an Electronic Flight Bag (EFB) software/application suite, and worldwide flight planning capabilities. It must be architected for a multi-agency environment, accessible via government and commercial networks, and include ongoing software security updates (targeting Impact Level 6 (IL-6)). Section 508 compliance, mobile accessibility, and mission-critical analytics are required.

Key Technical Requirements

  • Aeronautical Database: Must be FAA Type I LOA-certified, CNS/ATM compliant, adhering to RTCA DO-200/201/394 standards. Data in DAFIF 8.1 and AIRINC 424 formats, updated per the 28-day AIRAC cycle, with 24/7 access.
  • FLIP: Digital access to all associated FLIP products (IAPs, SIDs, STARs, airport diagrams, textual information) via a secure web-based service, downloadable.
  • EFB Application: Subscription service for approximately 14,000 DoW and USCG aircraft. Must include global charting, own-ship location, weather, terrain, integrated flight planning (including DD 1801 filing), user-friendly, and capable of data tailoring for memory-limited devices.
  • Technical Support: 24/7 technical support for all provided data, products, and services.

Requested Information
