Request for Information (RFI)

This RFI is issued by the Defense Information Systems Agency (DISA) to conduct market research for a potential new requirement. DISA is seeking information from industry on available Commercial-Off-The-Shelf (COTS) software applications for a comprehensive global Aeronautical Navigation (AN) solution. The goal is to gather information on products and services that meet defined outcomes and performance criteria for safe and efficient flight planning operations globally.

The proposed solution must be an enterprise-wide, scalable system capable of supporting all aviation entities across the Department of War (DoW) under a unified Enterprise Licensing Agreement. It must provide continuous access to a Type 1 LOA-certified aeronautical database, associated Flight Information Publications (FLIP), an Electronic Flight Bag (EFB) software/application suite, and worldwide flight planning capabilities. The solution must be architected for a multi-agency environment, accessible via both government and commercial web access, and include ongoing software security updates (targeting IL-6), maintenance, certification, and distribution. Section 508 compliance, mobile accessibility, and mission-critical analytics are required.

• Aeronautical Database: Must be FAA Type I LOA-certified and CNS/ATM compliant, adhering to RTCA DO-200/DO-201/DO-394 standards. Data must be available 24/7 in DAFIF 8.1 and AIRINC 424 formats, updated per the 28-day AIRAC cycle. Accuracy must meet source data standards, with contractor performing quality checks.
• Flight Information Publications (FLIP): Digital access to FLIP products (IAPs, SIDs, STARs, airport diagrams, textual information) is required, accessible via a secure web-based service and downloadable.
• EFB Application: A subscription service for approximately 14,000 DoW and USCG aircraft. Must include updated global charting, own-ship location, weather, enroute charts, terrain, terminal procedures, and integrated flight planning (including DD 1801 filing). Must be user-friendly, updatable, and capable of tailoring data for memory-limited peripherals. Available for download via government or commercial networks.
• Technical Support: 24/7 technical support is required for all provided data, products, and services.

• Program Management Support: Project management methodology, team composition, post-implementation support, and experience with enterprise-level agreements.

• Submit a white paper (max 12 pages, single-spaced, 12-point type, 1-inch margins).

• Response file size limit: 20 MB.
