Quick Summary

The Department of the Air Force, Air Force Research Laboratory (AFRL Det 7/SST) is conducting market research through a Sources Sought (RFI #3) for the Aerospace Systems Technical Research & Operations Support Services II (ASTROS II). This RFI seeks qualified industry partners for follow-on support of advanced rocket propulsion testing at Edwards AFB, CA. An Industry Day and Site Visit is scheduled for July 23, 2026.

Purpose of RFI

This RFI is a continuation of market research to inform the acquisition strategy for ASTROS II. It aims to provide contractors with insight into AFRL Rocket Lab's technical mission, infrastructure, and security protocols, facilitating industry engagement. The Government is considering various contracting strategies, including a 100% small business set-aside.

Scope of Work

The requirement involves evaluating, engineering, reconfiguring, and modifying experimental research test equipment, test stands (Property, Plant, & Equipment - PP&E), and associated systems. The contractor will perform research and development test operations, provide test operation support, and maintain special test equipment and critical support infrastructure. This demands specialized, highly technical knowledge across all aspects of rocket propulsion testing, ranging from small bench-scale components to launch booster-class engines. Key areas include:

  • Systems Integration: Holistic knowledge of complex testing systems, including steam/mechanical-driven altitude test systems, thrust measurement, advanced instrumentation, and fire retardation systems.
  • Propellant Handling: Engineering, integration, modification, activation, operation, and deactivation of fuel and oxidizer propellant systems handling hazardous materials (toxic, hypergolic, cryogenic, high-pressure, explosive, hydrocarbon).
  • Ancillary Modifications: Incidental alterations to Real Property are authorized only when inextricably linked to primary PP&E modifications, requiring formal approval.

Anticipated Contract Details

  • Contract Type: Sources Sought (RFI) for market research.
  • Anticipated NAICS: 541330 (Engineering Services).
  • Anticipated Period of Performance: 10 years.
  • Target Award Date: April 2027.
