Quick Summary
The General Services Administration (GSA) / FEDERAL ACQUISITION SERVICE is conducting market research via a Sources Sought / Request for Information (RFI) for Information Assurance/Mission Assurance (IA/MA) and Program Lifecycle Management Framework (PLMF) System Administration for the Air Force Executive Aircraft Division (EAD). This RFI aims to identify qualified vendors capable of providing comprehensive support in these critical areas. Responses are due by 5:00 p.m. (EDT) on May 15, 2026.
Scope of Interest
The government is seeking information on vendor capabilities related to:
- Information Assurance & Cybersecurity: Cybersecurity analysis, vulnerability assessments, secure data management, NIPRNet workloads (IL5 ATO), data security monitoring, and experience with ARINC 429 systems (integration, manipulation, cybersecurity testing, RF signal manipulation, HIL simulators).
- Program Lifecycle Management Framework (PLMF): Expertise in strategic planning, airborne/ground systems, IT/MA requirements, cloud-based PLM/PDM/CDE solutions (including AWS GovCloud), and DevSecOps practices (CI/CD, Azure DevOps, Docker, AWS EKS, IaC).
- Personnel & Experience: Vendors should demonstrate personnel with a minimum of 5 years of similar work experience, relevant security clearances (Top Secret, Yankee White), and experience with FAA or Military Certification efforts for Commercial Derivative Aircraft.
Submission Requirements
Interested vendors must submit a complete Sources Sought Response Form-AF EAD (attached to the RFI). The form requires details on general company information (CAGE, small business status, IDIQ/GWAC/Schedule vehicles, Secret Facility Clearance), past experience references, and specific responses to RFI questions regarding technical capabilities and interest.
