This is a combined synopsis/solicitation for commercial products or services related to AFDTL Thermal Transfer Print Labels. The government is seeking quotes to establish a multiple Blanket Purchase Agreement (BPA) with responsible offerors.

• Provide a standard commercial quote or pricing sheet.

• Clearly identify the firm-fixed-price per roll for thermal labels meeting the attached Salient Characteristics.

• State how pricing applies across a 5-year BPA lifecycle, with a breakdown of price per roll for each 12-month ordering period.

• Indicate if shipping costs are included in the price per roll or will be billed separately.

• The quote must include unit and extended prices for all line items, period of performance, required Offeror Representations and Certifications Information, Offeror Cage Code, and Discount Terms.

• Submission Deadline: Wednesday, 10 June 2026, at 1:00 PM Central Daylight Time.

• Submission Method: One (1) electronic copy via email.

• Evaluation Factors: Best Value determination based on Lowest Price, Technically Acceptable (LPTA) quotes. Evaluation will consider technical acceptability and reasonable pricing.

• Award will be made to the responsible quoter whose quote meets the best interest of the Government.

• Quotes must provide unit pricing for all CLINs to be considered.

• This procurement is set-aside for small business concerns.

• Only quotes submitted by small business concerns for NAICS code 322230 will be accepted.

• Vendors must be registered in the System for Award Management (SAM).

• Deadline for questions: Monday, 08 June 2026, at 1:00 PM Central Daylight Time.

• Invoices: Consolidated invoices must be accompanied by delivery tickets, itemized invoices, and signed vouchers/registration cards, submitted no later than the 10th of the following month for consolidated payment.
• Payment: Made via Government Purchase Card, Government Travel Card, or WAWF.
• BPA Cancellation: The Government may cancel the agreement for failure to agree on amendments or additions. Either party may cancel with 30 days written notice.
• Review: The BPA will be reviewed annually and revised as necessary.
• Price List: Contractor must provide a price list for approval before any calls are placed. Calls will only be made for items on the approved list.
