This is a combined synopsis/solicitation for a commercial product to procure one (1) Continuous Emissions Monitoring System (CEMS) for the Air Force Institute of Technology (AFIT). The CEMS is intended to determine the combustion efficiency and quantity of other exhaust products from advanced engines.

• Delivery required within 6 months after receipt of order (ARO).

• Compliance with Cybersecurity Maturity Model Certification (CMMC) Level 1 requirements is mandatory for all offerors.

• Offerors must be registered in the System for Award Management (SAM).

• Quotations must include pricing for the base CLIN and any option CLINs.

• No amount for customs duties should be included in the quote price.

• Offerors agree to hold prices firm for 60 calendar days from the quote due date.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a Continuous Emission Monitoring System (CEMS) for the Air Force Institute of Technology (AFIT) to accurately determine combustion efficiency and exhaust products from advanced engines for research purposes.

• The CEMS must be capable of operating across a wide range of combustion exhaust environments, from small laboratory-scale burners to full-scale after-burning fighter engines, including those with potential altitude simulation.

• The system must include a sampling probe capable of withstanding 180 psi at 900° F.

• Key measurements required include: Total Hydrocarbons (THC) up to 1,000 ppm, Oxygen (O2) up to 25%, NO/NOx up to 1,000 ppm, and CO/CO2 up to 5,000 ppm and 20% respectively. Detection to single digit ppm or percent is required for these measurements.

• Ability to measure SOx is a benefit, but not required.

• The system must utilize a hot-wet measurement basis, with gas sample lines capable of maintaining 212° F to prevent water vapor condensation.

• Data interface must provide 0-5 VDC or 4-20 mA analog outputs to interface with existing DAQ systems.

• The system should have a rack-mount or similar footprint, typically under 24"x40", designed for 19" components.

• All plumbing and electrical diagrams must be provided.

• Delivery Lead Time: No later than 6 months after contract award.

• Test Location: Federal property at Wright-Patterson Air Force Base (WPAFB).

• Qualifying Country Products: All products must be domestic or qualifying country end products per DFARS 252.225-7000.

• Warranty: 1 year on all parts.

• Delivery Procedures: Commercial vehicles larger than a large pick-up truck require inspection at the Wright-Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG). Specific procedures and exceptions are detailed, including requirements for submitting driver information for base access.

• Invoice and Payment: Payment upon submission of a properly prepared invoice and after final inspection and acceptance. Invoices must be submitted via Wide Area Workflow (WAWF).
