This solicitation seeks proposals for a turnkey, all-inclusive FM radio broadcast service in the Naples, Italy vicinity. The service will utilize a U.S. Government-provided Studio-to Transmitter Link System (STL) and broadcast through contractor-owned and maintained equipment. The goal is to provide essential information to U.S. military personnel and their families serving overseas.

• Provide a broadcast signal on the Italian Ministry authorized 97.3 MHz FM frequency.

• Achieve 99.8% service availability, measured monthly.

• Maintain signal quality free from hum, distortion, or interference, in stereo with a standard 19 kHz pilot tone.

• Provide and maintain a fully compliant antenna system.

• Offer a primary FM broadcast transmitter and all necessary audio processing equipment.

• Implement a remote monitoring system to track performance and outages.

• Provide a secure, environmentally protected facility with a dedicated HVAC system.

• Inform the Contracting Officer Representative (COR) of issues affecting performance within 24 hours.

• The contract type is Firm Fixed Price.

• The period of performance includes a base period from July 1, 2026, to June 30, 2027, with option periods extending through December 31, 2029.
