Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive support for the Air Force Nuclear Weapons Center (AFNWC) Recruitment Exhibit Displays, ensuring effective representation and attraction of potential recruits at various industry and public events.

• Provide personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision for the recruitment exhibit.

• Services include management, handling, storage, shipment to/from, installation, and tear down of the exhibit.

• Ensure the exhibit is professionally, timely, and cost-effectively deployed and maintained.

• Furnish all parts, materials, labor, equipment, and design as specified in Appendix A (Exhibit Specifications).

• Adhere to safety regulations for exhibit setup/teardown and transportation.

• Manage proper disposal of waste materials.

• Facilitate a smooth transition from the incumbent contractor and to a follow-on contractor.

• Exhibit setup completed at least 24 hours prior to the scheduled event start time.

• Teardown completed and exhibit packed for transport within 24 hours after the event's scheduled end time.

• 100% of scheduled events meet established setup and teardown timeframes.

• Exhibit and all components maintained in excellent operational and aesthetic condition, free from damage, missing parts, dirt, or cosmetic defects.

• All lighting, electronic components, and interactive elements must be fully functional.

• 95% of exhibit components must be in excellent condition at each event.

• Exhibit and components secured against theft, damage, or unauthorized access at all times.

• Zero security incidents (theft, vandalism, unauthorized access, or data breach).

• Chain of custody documented and maintained.

• Period of Performance: One (1) Base Year of 12 months and two (2) 12-month option years.

• Primary Place of Performance: Contractor's facility and various event locations across the United States.

• Known annual events include:

  • Air & Space Forces Association (AFA) Warfare Symposium, Aurora, CO (Feb 2026)
  • Warriors Over the Wasatch, Hill AFB, UT (June 2026)
  • AFA National Convention, National Harbor, MD (Sept 2026)

• Surge support may be required for unscheduled events or expedited actions.

• Contractor is responsible for safeguarding all government equipment, information, and property.

• Phase-in requires secure physical transfer of the exhibit from the incumbent within five (5) calendar days of award.

• Phase-out requires secure physical transfer to a successor contractor or location within a government-defined period (minimum five calendar days).

• Joint inventory and condition assessment required during phase-in and prior to contract expiration.

• Contractor must report discrepancies within 24 hours of discovery.

• Access to event organizers for coordination.

• 50" television.

• Booth space at specified events.

• Standard utilities (electricity, internet access, etc.) at event locations.

• AFNWC Recruitment Exhibit (Visionary Designs Island Kit VKIT 5089 – MODIFIED) and associated components.

• AFNWC branding guidelines and recruitment messaging guidance.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services, issued as a Request for Quotation (RFQ), for comprehensive Recruitment Exhibit Displays Support for the Air Force Nuclear Weapons Center (AFNWC). The contractor will be responsible for managing, handling, storing, shipping, installing, and tearing down the AFNWC recruitment exhibit at various tradeshow events across the United States. The exhibit is a custom 20' x 20' Visionary Designs Island Kit.

• Provide all personnel, equipment, supplies, facilities, transportation, and other non-personal services for exhibit support.

• Manage, handle, store, ship, install, and tear down the AFNWC recruitment exhibit.

• Store the exhibit when not in use.

• Full details of the requirement are in Attachment 1 Performance Work Statement (PWS).

• Original Setup Instructions will be provided at time of award (Attachment 4).

• Contract Type: Single Firm-Fixed-Price award anticipated.

• Period of Performance: One (1) 12-month base year and two (2) 12-month option years.

  • Base Year: 13 February 2026 – 12 February 2027
  • Option Year 1: 13 February 2027 – 12 February 2028
  • Option Year 2: 13 February 2028 – 12 February 2029

• Place of Performance: Contractor's storage facility and event locations (initially Aurora, CO; Layton, UT; and National Harbor, MD).

• Submission Deadline: 29 January 2026 no later than 11:59pm MT.

• Submission Method: Electronically as Adobe (.pdf) files via email to the Point of Contact.

• Required Volumes: Cover Letter, Technical Quote, and Price Quote.

• Technical Quote: Max 3 pages, must demonstrate ability to meet PWS requirements, including Exhibit Transfer and Readiness, Storage Facility Description, and Acknowledgement of Performance and Support Requirements.

• Price Quote: Submitted per Attachment 2 CLIN Structure, inclusive of all associated costs.

• Basis for Award: Lowest Price Technically Acceptable (LPTA).

• Evaluation: Technical quotes of the three lowest-priced offerors will be evaluated for acceptability. Award to the lowest-priced, technically acceptable offeror.

• Total small business set-aside.

• NAICS Code: 238390 (Other Building Finishing Contractors), size standard $19 million.

• Product Service Code: R499 – Support- Professional: Other.

• Issuance of this solicitation does not guarantee an award.

• Offerors will not be reimbursed for quote development costs.
