AFPET - Automated Viscosity Instrument

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, specifically an Automated Viscosity Instrument for 40°C and 100°C. This announcement is the sole solicitation, and no additional written solicitation will be issued. The procurement will result in a Firm Fixed Price (FFP) contract.

• One (1) Automated Viscosity Instrument unit, in accordance with the Statement of Work (SOW).

• The instrument must be capable of operating at 40°C and 100°C.

• Offerors must provide a complete description of the equipment offered.

• Contract Type: Firm Fixed Price (FFP).

• Period of Performance: Delivery required within 12 weeks after receipt of order (ARO).

• Quote Acceptance: Offerors agree to hold prices firm for 60 calendar days from the quote due date.

• Quotes Due: 11 March 2026 at 1:00 PM EST.

• Email Size Limit: 5 megabytes (including attachments).

• Evaluation Criteria: Lowest price technically acceptable, provided the price is fair and reasonable. Technical acceptability will be based on compliance with SOW requirements, evidenced by a complete equipment description.

• Questions Due: 09 March 2026 at 1:00 PM EST.

• No set-asides are planned under NAICS code 334513 (size standard of 750 Employees).

• Offerors MUST be registered in the System for Award Management (SAM) database.

• The Government reserves the right to conduct interchanges with offerors, make no award, or cancel the solicitation.

• Quotations must include a description of the equipment; pricing alone is not sufficient for award.

Statement of Work (SOW) / Performance Work Statement (PWS)

The Air Force Petroleum Agency's Aerospace Fuels Laboratory (AFPET/PTPLA) requires the purchase of one Automated Viscosity Instrument to perform kinematic viscosity testing.

• Purchase, warranty, and shipping of one Automated Viscosity Instrument.

• The instrument must perform kinematic viscosity testing per ASTM D445 at 40°C and 100°C for hydraulic and lubricating fluid products.

• The instrument must have two baths capable of maintaining separate temperatures.

• Must comply with ASTM D445, "Standard Test Method for Kinematic Viscosity of Transparent and Opaque Liquids (and Calculation of Dynamic Viscosity)".

• Capable of maintaining two separate testing baths at adjustable temperatures up to 100°C, including 37.8°C, 40°C, 98.9°C, and 100°C, with an accuracy of +/- 0.02°C.

• Dual baths must be able to run concurrently.

• Thermometers/probes must be removable and calibratable separately.

• Includes an auto sampler for each bath.

• Operates on 110-120 V, 50-60 Hz power.

• Must be a benchtop instrument not exceeding 32 in (W) x 26 in (D).

• Must be delivered with all necessary accessories for operation and calibration at both 40°C and 100°C.

• Vendors must demonstrate that they employ qualified staff for onsite installation, training, and troubleshooting.

• Delivery, installation, and training to be completed within 12 weeks after contract award.

• Delivery Address: Aerospace Fuels Laboratory (FP2070), AFPET/PTPLA, 2430 C Street Bldg 70 Area B, Wright Patterson AFB OH 45433-7632.

• Warranty: Minimum one (1) year warranty against defects in material and workmanship.

• Qualifying Country Products: All products must be manufactured in a qualifying country source per DFARS 225.872. Products from non-qualifying countries will not be accepted.

• Delivery Procedures: Specific procedures for commercial vehicles entering Wright-Patterson AFB, including inspections and potential exemptions, are detailed in the document.
