Quick Summary
AFMETCAL at Heath, OH, intends to award a Sole Source Firm Fixed-Price (FFP) contract to Tovey Engineering, Inc. for the AFPSL Load Cell Exchange. This presolicitation notice is for the purchase of various load cells and indicators, required due to Tovey's proprietary technology and software essential for the existing calibration system. Capability statements from responsible sources are due within 15 days of the publication date (April 16, 2026).
Purpose
The Department of the Air Force's AFMETCAL requires additional CS Series Load Cells, 9150-2-300 digital indicators, adapters, and travel cases to replenish the current exchange pool for the Air Force Primary Standards Lab (AFPSL). This acquisition is justified as a sole source to Tovey Engineering, Inc., as they are the original manufacturer of the calibration system, which involves proprietary technology and software. Market research confirmed no other sources could provide the necessary equipment compatible with the existing Tovey C3-100 Automated Vertical Force Press.
Scope of Work
The requirement is for the delivery of specific Tovey Engineering, Inc. load cells and indicators, including models such as CS10-2.5K-B300, CS10-10K-B300, CS20-30K-B300, CS20-60K-B300, and 9150-2-300 digital indicators, along with various adapters and travel cases. All items must be compatible with each other and the Tovey Engineering, Inc. P/N C3-100 Vertical Force Press. Performance standards include ensuring the C3-100 Vertical Force Press's uncertainty does not exceed 0.025% of reading. Each item must include a 1-year warranty, safe storage, and integrated cabling.
