This is not a solicitation. Responses will inform an anticipated Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. This opportunity is a Total Small Business Set-Aside. Capability statements are due by March 10, 2026.

Scope of Work

The contractor shall provide a minimum of one (1) Full-Time Equivalent (FTE) technician to support the Air Force Repair Enhancement Program (AFREP). Key responsibilities include:

  • Performing hands-on technical tasks on aircraft and unmanned aerial system (UAS) components.
  • Conducting troubleshooting, fault isolation, repair, and functional testing of avionics, electronics, and mechanical subsystems.
  • Interpreting technical documentation and performing electronic/mechanical repairs, including basic/intermediate wiring repair (splicing, crimping, connector repair) and soldering.
  • Utilizing government-provided tools and technical publications, while complying with all safety, security, and quality assurance requirements.
  • Supporting increased mission workload and ensuring continuity of operations.

Contractor personnel are explicitly prohibited from: Supervising Government personnel, approving maintenance actions, certifying airworthiness, performing inherently governmental functions, or making independent determinations regarding aircraft release or safety-of-flight.

Place & Period of Performance

  • Location: Davis Monthan Air Force Base, Tucson, Arizona.
  • Schedule: Full-time, on-site, typically Monday through Friday, 7:00 a.m. to 4:00 p.m.
  • Start Date: All positions must be filled within 30 calendar days of contract award.

Anticipated Contract Structure

The Government anticipates awarding an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. Task Orders issued under the IDIQ will require a minimum staffing level of one (1) FTE technician on-site, allowing for workload adjustments and continuity of operations.

Required Qualifications & Special Requirements

  • Experience: Prior technical experience (3-10+ years) in aircraft electronics, avionics, or unmanned systems maintenance, with demonstrated experience in component repair.
  • Certifications: IPC Certifications (IPC-7711/7721, IPC-A-610, IPC-J-STD-001) or equivalents are required. FAA A&P license, OEM, or DoD depot-level repair training is preferred.
  • Security: A minimum Secret security clearance is required. Background investigations and non-disclosure agreements are mandatory.
  • Other: English fluency, ability to read schematics, operate computer systems, and physical capability to lift up to 40 lbs. A Quality Control Plan (QCP) will be required.

  • Company name, CAGE code, UEI, and business size under NAICS 488190.
  • Demonstrated experience in aircraft, avionics, or UAS component repair.
  • Ability to provide at least one (1) full-time, on-site technician at Davis Monthan AFB.
  • Relevant certifications or OEM/DoD repair experience.
