Statement of Work (SOW) / Performance Work Statement (PWS)

To empower Davis-Monthan Air Force Base with innovative maintenance, repair, and engineering expertise that drives efficiency and maximizes mission success for unmanned aerial vehicles (UAVs)/drones and manned aircraft components.

• Provide technical expertise in the assembly, maintenance, troubleshooting, and repair of UAVs/drones.

• Offer avionics maintenance support for manned aircraft components.

• Interpret technical documentation.

• Perform electronic and mechanical repairs.

• Contribute to the operational readiness of assigned systems under the direction of the Contracting Officer's Representative (COR).

• Services will be evaluated through outcome-based surveillance.

• Performance assessed on quality, timeliness, accuracy, and compliance.

• Specific performance standards include:

  • Maintenance and repair tasks for unmanned systems and avionics performed in accordance with technical data and Government direction with no critical safety violations.
  • Wiring, interconnect, and connector repairs meeting approved workmanship standards with minimal rework.
  • Maintenance documentation being accurate, complete, and traceable for ≥95% of reviewed entries.
  • Tools and test equipment used correctly with no lost-tool, FOD, or calibration violations.
  • No unauthorized deviations from approved technical data or configuration.
  • Zero willful safety violations; hazardous materials handled per applicable regulations.
  • Contractor support available as scheduled to meet workload demands without mission-impacting delays.

• Services are to be performed at Davis-Monthan Air Force Base.

• Standard duty hours are Monday through Friday, 7:00 a.m. to 4:00 p.m., with potential adjustments for mission needs.

• Contractor Personnel: Must designate a primary and alternate Contract Manager with full authority. Employees must read, write, speak, and understand English fluently. Restrictions apply to employing current US Government employees to avoid conflicts of interest. Off-duty military personnel may be subject to deployment or recall.

• Start Date: All positions must be filled within 30 calendar days of contract award.

• Federal Holidays: Routine services are not normally required on Federal holidays.

• Security: Personnel require a Secret Clearance. Background investigations and nondisclosure agreements are mandatory. Specific requirements for handling Sensitive Compartmented Information (SCI) and Controlled Unclassified Information (CUI) apply. Personnel must adhere to Operations Security (OPSEC) requirements.

• REAL ID Requirement: Beginning May 7, 2025, all visitors must possess a REAL ID for base access.

• Quality Control: Contractor must establish and maintain a Quality Control Plan (QCP) and submit it for acceptance.

• Government Provided Items: Office space, computer, printer, desk, chair, telephone, work tools, consumable office materials, and government e-mail access will be provided. Government will also provide refuse collection, electricity, water, and recycling services.

To provide technician-level maintenance, troubleshooting, wiring repair, and electronic repair support for unmanned aerial systems (UAS/drones) and associated interconnects and avionics components at Davis-Monthan Air Force Base, supporting the AFREP program.

• Perform maintenance, inspection, troubleshooting, and repair of UAVs/drones and subsystems.

• Execute electronic and mechanical repairs, including component replacement, wiring repair, soldering, and system reassembly.

• Perform basic and intermediate wire repair, including splicing, crimping, pin replacement, and connector repair for various connector types (e.g., MIL-DTL-38999, Micro-D, D-Subminiature).

• Inspect wiring and connectors for defects and verify wiring integrity.

• Provide avionics and electronics maintenance support for manned aircraft components as needed.

• Troubleshoot and isolate faults using technical orders, schematics, and test equipment.

• Utilize and maintain hand tools and electronic test equipment, complying with calibration and serviceability requirements.

• Prepare and update maintenance documentation, repair records, and electronic tracking entries.

• Perform all maintenance and repair actions in accordance with approved technical data and Government-directed configurations.

• Support continuity of AFREP technical capability during periods of workload surge or personnel turnover.

• Workmanship must adhere to approved technical data, workmanship standards, and safety requirements.

• Documentation must be accurate, complete, and traceable in accordance with QA standards.

• Contractor shall not certify airworthiness, approve maintenance actions, or sign maintenance releases.

• Davis-Monthan Air Force Base.

• Prerequisites: Prior technical experience in aircraft electronics, avionics, or unmanned systems maintenance is required. Must be capable of working in a regulated maintenance setting and complying with Air Force technical, safety, security, and configuration control requirements.

• Qualifications: High School diploma or GED required. FAA A&P license, OEM, or DoD depot-level repair training preferred. IPC Certifications (IPC-7711/7721, IPC-A-610, IPC-J-STD-001) or equivalents are required. Familiarity with MIL-STDs, Technical Orders, QA, and FOD prevention is necessary. 3-10+ years of electronics/avionics repair experience, component-level troubleshooting, soldering proficiency, and ability to read schematics/diagrams are required.

• Security: Minimum Secret security clearance required.

• Physical: Ability to lift up to 40 pounds, stand, bend, crouch, reach, and perform fine motor tasks.

• Other: Ability to read, write, and speak English; operate computer systems; multi-task in a production-driven environment. Position is non-supervisory.
