This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that the 377th Mission Support Group Contracting Division (377 MSG/PK) intends to issue solicitation FA9401-26-B-0002. This announcement serves as the advance notice for this requirement. Responses to this synopsis is not required.
Description of Requirement: The purpose of this effort is to design and construct the renovation of Building 422 which is currently the located at Kirtland Air Force Base. The primary objective of this building upgrade is to meet the requirements of a Sensitive Compartmented Information Facility (ICD/ICS705 1.5.1) and other items listed within the Statement of Work (SOW) to include demolition of interior and exterior doors, removal and replacement of chiller, installation of intrusion detection systems (IDS), installation of access control, installation of communication fibers with access to classified networks, and exterior painting.
The NAICS Code for this requirement is 236220- "Commercial and Institutional Building Construction". NAICS Code 236220 has a Size Standard of $45M. The PSC Code for this effort is Z2JZ- "Repair or Alteration of Miscellaneous Buildings".
377 MSG/PK anticipates a firm-fixed price contract. The acquisition will follow Two-step Sealed bidding outlined in FAR part 14.5 for solicitation and contract award.
The solicitation, as well as all notices and amendments, will be posted to the Government Point of Entry located at https://sam.gov on or around 21 January 2026. The closing date, time for submission of offers, as well as the date and time for a site visit will be contained in the solicitation package. Potential offerors are responsible for monitoring this procurement for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. All notifications and amendments will be disseminated in the same manner as the solicitation.
All contractors must be registered in the System for Award Management (SAM) or their proposal will not be considered. Contractors can obtain further information on the System for Award Management (SAM) at web site https://www.sam.gov.
This project is 100% set aside for small businesses.
