The Air Force Research Laboratory (AFRL) is issuing a Request for Information (RFI) to identify potential sources for faster, more-trusted communication and network entry solutions for distributed research networks. Purpose & Scope

This RFI seeks industry and academic input on developing the next generation of research networks. Respondents should address five key Lines of Effort (LOE):

  • LoE 1: Network Architecture & Governance Model: Optimal structure, national vs. regional models, hybrid approaches, and governance concepts.
  • LoE 2: Trusted Collaboration with AFRL: Mechanisms for deep partnerships, IP negotiation, security management, and agile team building.
  • LoE 3: Value Proposition & Ecosystem Integration: Defining network value, desirable offerings, success metrics, ROI, and integration with existing networks.
  • LoE 4: Economic Engine & Investment Strategy: Role as an economic driver, private capital infusion, and creating a self-sustaining ecosystem.
  • LoE 5: Mission Impact & Alignment: Aligning commercial/academic research with DAF needs, defining impactful research, and addressing information gaps.

Submission Requirements

Responses should be submitted as white papers, limited to five (5) pages, double-spaced with a 12-point font. Section A (title, company info, POC, CAGE, URL) is excluded from the page count. Section B must address the integrated requirements and questions, focusing on strategic alignment with the LOEs. Key elements to include are:

  • Identification of addressed LOEs.
  • Organization's current capabilities, expertise, and experience.
  • How capabilities integrate into a collaborative network.
  • Network Operating Model Analysis.
  • Partnerships & Ecosystem Integration (teaming, small business compliance, workforce & tech transfer).
  • Financial & Cost Estimates (24-month ROM, cost drivers, financial sustainability).
  • Administrative & Contract History.
  • Data Rights.
  • Questions/Comments.
