Submission & Evaluation

White papers can be submitted anytime during the ARA's open period. For selected white papers, AFRL will issue specific calls requiring full proposals with defined due dates.
White paper evaluation will consider technical approach, research interest, and funding availability. Proposal evaluation criteria will be defined in each specific call. Offerors must be registered in SAM.gov. Foreign persons or foreign-owned firms are precluded from proposing.
