Statement of Need / Requirements Document

To procure and install two new Intrusion Detection Systems (IDS) to support two additional secure spaces at the Starfire Optical Range. The IDS must connect with and function with the existing Kirtland AFB Lenel alarm system infrastructure.

• Install two new Intrusion Detection Systems (IDS) in part of a newly renovated area and a building expansion in Bldg 66048 (SALSSA).

• Ensure systems are 100% usable/functional and integrate with existing Kirtland AFB Lenel IDS infrastructure.

• Supply a minimum of:

  • Command keypad, IP door interface, input control module, and motion detectors.
  • Installation of equipment including cabinets, Lenel control boards, and necessary wiring.
  • Programming of the Lenel system and testing.
  • Programming for the Base Defense Operations Center (BDOC) alarm and testing.

• The Government will furnish floor plan drawings for the areas requiring the IDS.

• Systems must be 100% usable/functional.

• Alarm monitoring must fulfill security Intelligence Community Directive (ICD)-705 requirements.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (Request for Quotation - RFQ) for commercial products/services to procure and install two new Intrusion Detection Systems (IDS). The systems must connect and function with the existing Kirtland AFB Lenel alarm system infrastructure.

• Quotes must be valid through 30 September 2026.

• Evaluation Criteria:

  • Technical Acceptability: Offers will be evaluated for technical acceptability. A minimum of the three lowest priced offers will be evaluated. If none are acceptable, the next three will be evaluated, and so on.
  • Price: Will be evaluated to be determined fair and reasonable.
  • The contract will be awarded to the responsible offeror whose offer is most advantageous to the Government, considering price and other factors.
