Evaluation Factors
Award will be made to the responsible offeror whose quote is most advantageous to the Government, based on a Lowest Price Technically Acceptable (LPTA) approach.
- Factors: (1) Price, (2) Technical Acceptability.
- Technical Acceptability: Quotes must meet all specifications outlined in the Minimum Requirements Document. Offerors should assume the Government has no prior knowledge of their capabilities and will base evaluation solely on information presented in the quote.
- Process (if >5 offers): Proposals will be ranked by total price (lowest to highest). The Government will evaluate the lowest-priced proposal for technical acceptability. If acceptable and conforming to RFQ requirements, an award will be made. If not, the next lowest-priced proposal will be evaluated. This process continues until an acceptable and conforming proposal is found, and no further proposals will be evaluated.
