Justification
This requirement will be procured in accordance with FAR 6.103-1, which permits sole source awards when only one responsible source exists and no other supplies or services will satisfy agency requirements. Bell-Boeing is identified as the only responsible source due to its necessary access to technical data and requisite experience to perform the contemplated effort within the required schedule.
