Solicitation / RFP / RFQ

This Broad Agency Announcement (BAA) solicits proposals for research and development of technologies to meet the mission objectives of the Air Force Technical Applications Center (AFTAC). AFTAC provides time-dominant scientific and technical information to support international nuclear treaty compliance, strategic, operational, and tactical warfighters, and to detect nuclear explosions. The BAA seeks innovative solutions for AFTAC's Systems Development Directorate.

The BAA outlines several capability areas for which AFTAC is seeking innovative technologies and services. These include:

• Geophysics and Seismology: Analytical techniques in seismology, hydroacoustics, and infrasonic phenomenology, including lidar, digital imagery, infrasound data analysis, signal propagation modeling, event location and yield estimation, event discrimination, and wind noise suppression.

• Atmosphere and Space: Collection and analysis of signals from space, atmospheric, and surface nuclear detonations (NUDET), including modeling of phenomenologies, signal generation, transport, and conversion into data signals. This also covers computing environments for NUDET analysis and technologies to extend the mission life of on-orbit payloads.

• Directed Energy Weapon (DEW): Emerging DEW technologies, including advanced imaging, sensing, pointing and tracking systems, data collection and analysis, modeling and simulation of RF and laser technologies, and methods for multi-phenomena data analysis.

• Nuclear and Nuclear-Related Materials Analysis: Trace-level to high-activity analyses of environmental samples for radionuclides, including monitoring for "zero yield" events, detection of lower radionuclide concentrations, and nuclear debris collection.

• Materials Modeling and Analysis: Advanced meteorological and environmental modeling, including transport and dispersion modeling, uncertainty estimation, and high-performance computing.

• Enterprise-Wide Integration and Architecture Modernization: Solutions to integrate data across disparate monitoring phenomenologies and modernize hardware/software architectures.

• Enterprise Asset and Lifecycle Management Improvements: Solutions for enterprise-wide asset management visibility and lifecycle management capabilities.

• High Performance and Secure Cloud Computing and Dev Ops: Solutions for data ingestion, exploitation, and dissemination, including cloud computing services and AI/ML solutions.

• Awards will be in the form of contracts or Other Transactions (OT).
