This document is a Sources Sought Notice issued by the Air Force Technical Applications Center (AFTAC) and AMIC DET 2/OL/PKA to conduct market research for non-personal services related to professional federal contracting support. The services include acquisition planning, market research, strategy development, contract document development, cost/price analysis, proposal evaluation assistance, and contract administration. This notice does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), and no award will be made solely on this basis. The government is seeking information to determine its acquisition approach.

• Assistance with Department of Defense acquisition planning, market research, and strategy development.

• Development of acquisition and contract documents.

• Cost/price analysis.

• Assistance with and documentation of proposal evaluations.

• Professional execution of contract administration duties.

• Maintenance of contract writing, filing, and tracking systems.

• Development and adherence to acquisition milestones.

• Contractor personnel must possess a final U.S. Government issued TOP SECRET (TS//SCI) security clearance and be eligible with a current Single Scope Background Investigation (SSBI). US Citizenship is required for all personnel.

• The government contemplates award of a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract.

• Estimated Period of Performance (POP): 1 June 2026 – 31 May 2031 (Five (5) year ordering period).

• NAICS Code: 541990, All Other Professional, Scientific, and Technical Services.

• Small business size standard: $19.5M annual average gross revenue for the last three fiscal years.

• Interested companies should submit capabilities packages electronically to the points of contact listed.

• Submission Deadline: 1 P.M. Eastern Daylight Time (EDT) on 20 March 2026.

• Questions Deadline: 1 P.M. Eastern Daylight Time (EDT) on 18 March 2026.

• Responses are limited to ten (10) pages.

• No reimbursement will be made for costs associated with providing information.

• The government may use the information to determine the acquisition approach and subcontracting goals.

• To determine for a small business set-aside, two or more qualified and capable small businesses must submit responses demonstrating their qualifications and ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).

• Companies must state their business size and type (e.g., SB, VOSB, SDVOSB, HUBZone, WOSB, EDWOSB, HBCU/MI, 8(a), Indian Tribe, Alaskan Native Corporation, or Large Business).

• A UNCLASSIFIED DRAFT PERFORMANCE WORK STATEMENT dated 30 Jan 2026 is attached.

• Proprietary information must be clearly marked.

• All submissions become Government property and will not be returned.

Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Contract Administration Support Services (ACASS) for the Air Force Technical Applications Center (AFTAC). The primary goal is to provide professional federal contracting support services in collaboration with AFTAC's Acquisition Management Integration Center (AMIC).

The contractor shall provide non-personal services for cradle-to-grave contracting support. This includes:

• Acquisition planning, market research, and acquisition strategy development.

• Development of acquisition and contract documents, including solicitations and price negotiation memoranda.

• Assistance with proposal evaluations and review of technical/cost proposals.

• Contract administration duties, including maintaining contract writing, filing, and tracking systems.

• Execution of pre-award and post-award contract administration, including contract closeout.

• Preparation of administrative contract modifications, resolution of invoice payment issues and contract discrepancies, and records management.

• Assistance with FOIA requests and Contractor Performance Assessment Reporting System (CPARS) documentation.

• Preparation of solicitation packages using various methodologies (e.g., FAR 12, FAR 16, Commercial Solutions Opening, Broad Agency Announcement).

• Deliverables must be provided per CDRL listing, focusing on timeliness, content, and quality. No more than two CDRLs may be delivered beyond the established due date per task order performance period.

• Task orders must be 100% staffed in accordance with terms and conditions, with personnel meeting or exceeding labor category criteria. Personnel vacancies must be remedied within 30 days.

• Contracting support activities should have minimal errors or rework requirements, with a goal of zero rework per contract document.

• Ordering Period: Five years from the date of award. Task orders may extend beyond this period.

• Place of Performance: Government-provided office space at AFTAC, Patrick SFB, FL; contractor site; and alternate locations as needed. Telework may be permitted.

• Contract Type: Performance-based firm-fixed-price.

• Security: On-site contractor personnel require a TS/SCI security clearance. A SECRET clearance may be acceptable for access while TS/SCI is adjudicated.

• Personnel Qualifications: Employees must have working knowledge of the FAR, a Bachelor's degree in a relevant business discipline, experience with federal procurement applications (WAWF, SharePoint, etc.), proficiency in Microsoft Office, and DAWIA Level II certification or equivalent.

• Organizational Conflict of Interest (OCI): Restrictions apply to prevent unfair competitive advantage. The contractor and its affiliates/subcontractors are generally ineligible for other prime contracts with AFTAC/AMIC during performance, with specific post-award exceptions and waiver possibilities.

• Quality Control: Contractor must develop and maintain a Quality Control Program (QCP).

• Reporting: Contractor Manpower Reporting is required via SAM.gov.

Sources Sought

This Sources Sought notice is issued by the Air Force Technical Applications Center (AFTAC) for market research purposes to identify potential sources for non-personal professional federal contracting support services. These services will support AFTAC and AMIC contracting officers in areas such as acquisition planning, market research, strategy development, document creation, cost/price analysis, proposal evaluations, and contract administration. • Security Requirements: Contractor personnel must possess a final TOP SECRET (TS//SCI) security clearance with DCID 6/4 eligibility and a current Single Scope Background Investigation (SSBI). U.S. Citizenship is required.
