Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for sustainment support of the Air Force Total Ownership Cost (AFTOC) system. The AFTOC system serves as a centralized repository for cost, logistics, and programmatic information from over 26 Department of the Air Force data sources, providing detailed and summarized operations and support cost data for major weapon systems.

The contractor shall provide essential subject matter expertise for the AFTOC program, managing the entire data lifecycle from collection and transformation to validation and presentation. This includes:

• Data Lifecycle Management: Assisting in the collection, transformation, validation, and presentation of data from various DAF and DOW systems.
• System Maintenance and Support: Providing database management, data production, and IT support for the AFTOC system and its servers.
• Functional Expertise: Applying knowledge of AF financial, maintenance, supply, and logistics data systems to integrate disparate sources.
• Team Integration: Working as an integrated part of the government team alongside the 520 SWES/MXDPC Software Support Flight and the PMO.

Key tasks include:

• Task 1: Data Acquisition (collecting, processing, and storing data).
• Task 2: Data Source System Changes, Updates, and Information Integration (managing data from various systems, including DEAMS, ALIS, AFIPPS, and MROi).
• Task 3: Data Conversions, Validation, and Processing (transforming raw data into AFTOC data products).
• Task 4: Data Presentation (developing and maintaining reporting tools like Business Objects and Tableau).
• Task 5: Quality Assurance (implementing statistical quality assurance tools).
• Task 6: Controlled Unclassified Information (CUI) Data Markings (complying with CUI marking requirements).
• Task 7: Configuration Control Board (CCB) participation.
• Task 8: Training and User Group Meetings.
• Task 9: Helpdesk Operations and End User Support.
• Task 10: Documentation – Process Documentation.
• Task 11: Database Administration (DBA).

Performance objectives are summarized in Section III, relating to mission-essential items. These include providing and maintaining a qualified workforce, timely submission of deliverables, data retrieval and processing, database backups, CUI data marking, STIG application, user account maintenance, and labor/travel/material invoicing.

The place of performance is Hill AFB, Ogden, Utah. Telework is expected to be utilized to the maximum extent practical.

• The contractor must comply with all requirements related to CUI markings.
• Personnel must possess required certifications, skillsets, and security clearances.
• A transition plan for staff turnover and cross-training is required.
• The contractor shall adhere to all Risk Management Framework rules of engagement.
• The contractor shall not perform inherently Governmental functions.
• The contractor shall not employ individuals who would create a conflict of interest.

Request for Information (RFI)

This RFI is issued by the Air Force District of Washington (AFDW/PK) to conduct market research for the sustainment support of the Air Force Total Ownership Cost system (AFTOC) for the Air Force Cost Analysis Agency (AFCAA). AFTOC collects, compiles, stores, and standardizes data from over 26 cost, logistics, and programmatic Air Force data sources. This RFI is for market research purposes only and is not a Request for Quote (RFQ). The government will not reimburse respondents for any costs incurred in preparing a response.

The government is seeking information on firms' capabilities to support AFTOC. Respondents are asked to describe their capabilities and provide examples of prior experience in four critical areas related to the draft Performance Work Statement (PWS). These areas include:

• Producing and reporting VAMOSC data according to specific cost structures and quality control measures.
• Ingesting, integrating, and transforming data from Air Force and OSD systems, including experience with SQL, Business Objects, and Tableau.
• Transitioning new data systems with legacy data systems and understanding data structure changes.
• Experience with AF financial, supply, maintenance, munitions, and contingency planning operations, as well as understanding the Air Force Instructional System Development (ISO) process.
• Reviewing Air Force Stock Funded and Non-Stock Funded consumption activity for completeness and integrating it with financial and maintenance data.
• Identifying and resolving data integration issues.
• Analyzing Air Force aircrew munitions requirements and establishing ratios.
• Integrating cost center information and munitions expenditure data to identify aircrew training costs.
• Employing AF programmatic information for cost allocation.
• Experience with Air Force manpower source data systems, data integrity management, maintenance, SPO functions, and organization structures.

The anticipated contract type is Firm Fixed-Price (FFP) with other elements if applicable. The period of performance is expected to be one (1) year base plus four (4) 12-month option periods. Award is anticipated in the fourth quarter of Fiscal Year 2026.

Capability statements should not exceed fifteen (15) pages and must be submitted electronically. Responses must include company information, CAGE Code, Unique Entity ID, small business status, subcontracting plans, and details on teaming arrangements. Specific questions regarding experience with various Air Force systems and processes must be addressed. Submissions are due no later than 1400 EST, Friday, 24 April 2026.

Respondents must identify if they are a small or large business under NAICS Code 541330 (Engineering Services) and, if a small business, their socioeconomic classification. Information on subcontracting plans is also required.

A draft copy of the Performance Work Statement (PWS) is attached to this notice. The government reserves the right to use any information provided by respondents. Responses will not be returned.
