This document is a Letter Request for Proposal (RFP) from the Defense Logistics Agency (DLA) to Lockheed Martin Corporation for the Production and Engineering Services of Air-to-Ground Missile Systems (AGMS) for FY26. This action will result in a new Subsumable contract against the existing Umbrella Contract, SPE4AX22D9000.   • AGM-114R NON-NATO: 2500-4000 units
  • AGM-114R-2 NATO: 2500-4000 units
  • TGM M36E-9: 1-5 units
  • HELLFIRE Container (PMI): 2500-4000 units
  • JAGM AGM-179A: 800-1200 units
  • JAGM G/S (179A): 1-5 units
  • JAGM Trainer CATM179A (Army): 1-30 units
  • JAGM Trainer CATM179A (Navy): 1-30 units
  • JAGM Container: 800-1200 units

• Contract Type: Primarily Firm Fixed Price, with Cost Plus Fixed Fee CLINs.

• Existing Umbrella Contract: SPE4AX22D9000.

• Intent to propose is requested in writing within five (5) business days.

• Proposals must be submitted before January 26, 2026, at 4:00 PM CST.

• Proposals must be certified to the MAX quantities.

• Offerors must prepare a summary schedule with fully supportable cost data, including working Excel formulas if applicable, in accordance with FAR 15.408, Table 15-2.

• Cost/price supporting documentation for proposed subcontractors is required.

• Offerors must price FY26 only.

• Cost analyses are required for subcontracts exceeding regulatory thresholds.

• An un-sanitized cost break-down (all cost information, rates/dollars) must be provided in a Microsoft Excel File.

• Documentation for Indirect Expense Rates (FPRAs, FPRR, FPRP, Approved Provisional Rates, or Incurred Cost Submissions) is required.

• Offerors must identify key business, technical, and pricing questions and known DCMA or DCAA points of contact.

• Organizational Conflicts of Interest (OCIs) must be identified and addressed, with a mitigation plan if necessary.

• No assumptions, terms, conditions, caveats, or exceptions will be accepted or incorporated into the basic contract.

• Technical data export restrictions apply; JCP Certification is required for Export Controlled Items.

• Offerors must represent they will not provide covered telecommunications equipment or services to the Government.

• Proposal Adequacy Checklist (DFARS 252.215-7009) is required for offers over the TINA threshold.

• ProPricer system generated Excel files are requested for pricing details.
