• Evaluation Criteria: Award will be made to the offeror representing the best value. Evaluation will be based on:

  • Price: Evaluated for fairness and reasonableness per FAR 12.204.
  • Technical Acceptability: Must be the exact brand name, make, and model specified, include sufficient documentation, and be new (not refurbished/remanufactured). Alternate/substitute/"equal" products will not be considered.
  • Past Performance: Evaluated as Acceptable, Neutral, or Unacceptable.

• Evaluation Method: Lowest priced offer will be evaluated for Technical Capability first. If not acceptable, the process continues in order of lowest priced offer until a technically acceptable offer with acceptable or neutral past performance is identified.

• Offerors are not required to meet a qualification requirement to be eligible for award.
