  • Price: Evaluated for fairness and reasonableness per FAR 12.204.
  • Technical Acceptability: Must provide new manufactured commercial items from the Original Equipment Manufacturer (OEM) or an OEM-approved source. Quoted products must be the exact brand name, make, and model specified, include sufficient documentation, and be new (not refurbished/remanufactured). Alternate, substitute, or "equal" products will be deemed technically unacceptable.
  • Past Performance: Evaluated based on contractor's demonstrated ability to meet contract requirements in prior or current contracts, using a rating system of Acceptable, Neutral, or Unacceptable.

• Evaluation Method: Lowest priced offer will be evaluated for Technical Capability first. If not acceptable, the process continues in order of lowest priced offer until a technically acceptable offer with acceptable or neutral past performance is identified.

• Delivery: Required within 30 days after award; early deliveries accepted. F.O.B. destination.

• Questions due: March 16, 2026, at 4:00 PM Central Time.

• Offerors must hold prices firm for 90 calendar days from the offer receipt date.

• Required submission elements include: email quote with pricing/signatures/SAM UEI, acknowledgement of amendments (SF-30), active SAM.gov registration, and a technical package describing company capability, technical, and management approach.

• Total Small Business Set-Aside.

• All responsible sources may submit a quotation.

• This announcement constitutes the only solicitation; no separate written solicitation will be issued.
