Performance Work Statement (PWS)

This PWS outlines requirements for non-personnel services to provide agricultural cleaning of U.S. military equipment for the 3d Marine Littoral Regiment's (MLR) redeployment from the Republic of the Philippines. The services are critical for meeting U.S. Department of Agriculture (USDA) and customs standards to prevent the introduction of foreign soil, pests, and biological contaminants.

• Provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision for agricultural cleaning and pressure washing services for 3d MLR vehicles and equipment.

• Ensure all equipment is 100% free of soil, sand, plant matter, insects, animal debris, oils, and gum before embarkation, meeting USDA and customs inspection criteria.

• Period: 15 June 2026 to 15 July 2026

• Place: Subic Bay International Airport, Southwest Apron (SWA)

• Estimated 571 pieces of equipment, including Joint Light Tactical Vehicles (JLTVs), Medium Tactical Vehicle Replacements (MTVRs), High Mobility Multipurpose Wheeled Vehicles (HMMWVs), Utility Task Vehicles (UTVs), generators, trailers, container types (ISO, QUADCON, TRICON, SIXCON), and engineering equipment (forklifts, loaders).

• A detailed Equipment Density List (EDL) is provided as Attachment 02, with specific items prioritized.

• Maintain a vehicle wash rack with adjacent "dirty" and "clean" staging areas.

• Provide line-haul service between dirty and clean yards.

• Wash rack must accommodate at least twenty (20) vehicles simultaneously.

• Facility must include at least twenty (20) external pressure washing systems with adequate water and drainage.

• Water pressure must be maintained within limits specified by the Contracting Officer's Representative (COR).

• Provide vehicle ramps or an under-vehicle pit for thorough undercarriage cleaning.

• Manage and dispose of all petroleum-based products and hazardous materials in accordance with applicable U.S. and Republic of the Philippines environmental laws and regulations.

• Designate primary and alternate Points of Contact (POC) fluent in English, available 24/7.

• Project Manager must be proficient in English.

• Provide necessary Personal Protective Equipment (PPE) to all personnel.

• Provide an updated personnel roster to the COR.

• Any employee deemed prejudicial to U.S. interests must be removed at the contractor's expense.

• None will be provided. The contractor is responsible for all necessary utilities.

• Performance will be evaluated per the Quality Assurance Surveillance Plan (QASP).

• COR will monitor performance and conduct inspections.

• Contractor must provide daily wash reports for COR countersignature.

• Government reserves the right to inspect services.

• Deficiencies require immediate rework at no cost to the Government.

• Contractor is responsible for obtaining installation access for employees.

• Personnel must comply with SBIA security policies.

• Safeguard Government equipment in staging yards.

• Control access to the "clean/sterile" yard.

• Do not disclose operational details (OPSEC).

• Ensure all employees are legally authorized to work in the Philippines and provide a personnel roster.

• Wash Rack Availability: 98% operational during scheduled hours; downtime not to exceed 1 hour.

• Cleaning Performance: All equipment must pass USDA/Customs inspection on the first attempt.

• Safety Compliance: Zero safety incidents; all personnel use appropriate PPE.

• Security & OPSEC: Zero unauthorized access to clean yard; zero OPSEC violations.

• Reporting: All reports submitted accurately and on time.

• Primary & Emergency POC List: Within 5 workdays of contract award.

• Personnel Roster: 3 workdays prior to start of performance.

• Quality Control Plan (QCP): Draft with quote; final 3 days after award.

• Daily Vehicle Cleaning Schedule: Daily by 12:00 PHT for the following day.

• Daily Wash Report: Daily, must be countersigned by COR for acceptance.

Solicitation / RFP / RFQ

This solicitation (RFQ M0031826QG013) is for agricultural washdown services for the 3d Marine Littoral Regiment's redeployment from the Republic of the Philippines. The services are non-personnel and involve the agricultural cleaning of U.S. military equipment.

• Performance of agricultural washdown services as detailed in Attachment 01 - Performance Work Statement (PWS).

• The contractor must demonstrate experience in conducting agricultural cleanings and provide a project plan to ensure all equipment is cleaned by the end of the Period of Performance.

• Pricing Arrangement: Firm Fixed Price.

• Award will be a Firm-Fixed Priced purchase order, all or none.

• Period of Performance: June 15, 2026, to July 15, 2026.

• Quotes must be submitted electronically via email to dylan.globerman@usmc.mil by 4:00 p.m. PHILIPPINE STANDARD TIME (PHT) on May 25, 2026.

• Questions must be submitted in writing via email to Capt Dylan Globerman by 4:00 p.m. PHT on May 20, 2026.

• Evaluation will be based on Technical Capability, Price, and Past Performance. Technical and Past Performance are considered significantly more important than cost or price.

• Award will be made to the responsible quoter whose quote is most advantageous to the Government.
