This Invitation for Bid (IFB) is for the leasing of approximately 100 acres of government-owned real property on Fort A.P. Hill, Bowling Green, Virginia, for agricultural purposes, specifically crop production or mowing. The property is divided into twenty (20) separate parcels.

• Lease of approximately 100 acres across 20 parcels for agricultural use (crop production or mowing).

• Bidders must comply with Land Use Regulations (Exhibit B) and Individual Tract Plans (Exhibit C).

• Successful bidder must enter into a lease agreement (Exhibit D).

• A Soil & Water Quality Conservation Plan (SWQCP) must be provided prior to the end of the first lease year.

• Compliance with federal, state, and local laws, ordinances, and regulations is required.

• No mixing of pesticides or fertilizer on installation without prior approval.

• Annual summary report of quantities applied, including name, formula, and amount of active ingredient and finished spray, must be submitted.

• No disturbance of wildlife plantings bordering fields.

• No action to discourage wildlife use on leased land.

• No construction or placement of structures without prior written approval.

• Maintenance of premises in good condition and free from weeds, brush, washes, gullies, and erosion.

• No timber cutting, mining operations, or removal of sand, gravel, or kindred substances.

• No waste or substantial change to the contour or condition of the premises, except for soil and water conservation measures.

• Contract Type: Lease for agricultural purposes.

• Period of Performance: Up to five (5) years, beginning after December 31, 2025, and ending on January 1, 2030. Renewable for an additional five (5) years with one renewal option.

• Payment: Rental is due annually, in advance. The first year's payment is due at lease signing. Subsequent annual payments are due on or before January 1st.

• Performance Guarantee: 20% of the bid value for each item, due within 10 days after notice of acceptance, via certified check, cashier's check, or irrevocable letter of credit.

• Bid Submission Deadline: March 19, 2026, no later than 2:00 p.m. local (EST).

• Submission Method: Bids may be mailed or personally submitted to U.S. Army Corps of Engineers, 803 Front Street, Norfolk, VA 23510-1011.

• Bid Deposit: Required with bid, equal to not less than $500.00 and twenty percent (20%) of the annual rental offered. Must be a certified check, cashier's check, or postal money order payable to "FAO USAED-Norfolk".

• Bid Opening: Publicly opened at 2:00 p.m. EST, March 19, 2026, at the U.S. Army Corps of Engineers, 803 Front Street, Norfolk, VA.

• Evaluation Criteria: Award will be made to the highest-priced offer, provided the bidder is responsible, the bid is reasonable, and it is in the best interest of the United States. Past non-compliance and delinquent rental payment history will be considered. A background check is required for the successful bidder.

• Bid Acceptance Period: Bids remain open for acceptance or rejection for thirty (30) days from the date of opening.

• Pre-Bid Conference: Scheduled for March 19, 2026, at 1:00 p.m. EST at the Norfolk District office.

• This IFB does not apply to federal employees stationed at or working for Fort A.P. Hill and their immediate family members.

• Lease will not be made to civilian employees or military members of the Department of Defense (including immediate family) whose duties include management of real property under army control.

• Bidders past non-compliance history and delinquent rental payment history will be taken into account.

• Successful bidder must pass a background check.

• Maps of individual tracts are attached as "Exhibit A."

• Land Use Regulations are attached as "Exhibit B."

• Individual Tract Plans are attached as "Exhibit C."

• A draft lease is attached as "Exhibit D."

• Bid Form is attached as "Exhibit E."

• Corporate Certificate is attached as "Exhibit F."

• Request for SS#/Tax-ID# is attached as "Exhibit G."

• Parcel Table is attached as "Exhibit H."

This Invitation for Bid (IFB) is for the leasing of government-owned real property located at Fort A.P. Hill, Bowling Green, Virginia, for agricultural purposes. The U.S. Army Corps of Engineers is seeking bids for approximately 100 acres of land, divided into twenty (20) separate parcels, for crop production or mowing.

• Leasing of approximately 100 acres across 20 parcels for agricultural use (crop production or mowing).

• Parcels are designated as APH-006 through APH-025.

• Lessees must not discourage wildlife use on the leased land and will not be compensated for crops damaged by wildlife.

• Lease term: Up to five (5) years, beginning after December 31, 2025, and ending on January 1, 2030.

• Option to renew for an additional five (5) years.

• Lease is revocable at will by the Secretary of the Army.

• Rental payment is due annually, in advance.

• Performance Guarantee: Required within ten (10) calendar days after bid acceptance, equal to 20% of the bid value for each item, payable by certified check, cashier's check, or irrevocable letter of credit.

• Bids must be submitted on the Bid Form (Exhibit E).

• Bids must be accompanied by a deposit of at least $500.00 and twenty percent (20%) of the annual rental offered.

• Bids are due by 2:00 p.m. EST on March 19, 2026.

• Bids will be opened publicly at 2:00 p.m. EST on March 19, 2026.

• Bids will remain open for acceptance or rejection for thirty (30) days from the date of opening.

• Award of lease will be to the highest-priced responsible offeror.

• A pre-bid conference will be held at 1:00 p.m. EST on March 19, 2026.

• This IFB does not apply to federal employees stationed at or working for Fort A.P. Hill or their immediate family members.

• The lease will not be made to civilian employees or military members of the Department of Defense whose duties include functional or supervisory responsibility for the management of real property under army control.

• Bidders must pass a background check.

• The document includes several exhibits detailing maps, land use regulations, individual tract plans, lease forms, bid forms, corporate certificates, and tax information.

• Minimum wage requirements under Executive Order 13658 and paid sick leave under Executive Order 13706 apply.
