• Lease term: One (1) year, with nine (9) 1-year renewal options.

• Start date: July 1, 2026 (or earlier).

• End date: June 30, 2027.

• The Government reserves the right to terminate the lease.

• The lease will be on standard form NAVFAC 11011/22 for agricultural/grazing use.

• Sealed bids are due by 2:00 PM EST on May 26, 2026.

• Bids must be submitted in writing and in duplicate to Naval Facilities Engineering Command, Mid-Atlantic, Room 116, RE3-MJ, 9324 Virginia Avenue, Norfolk, Virginia, 23511.

• The bid opening will be held at Building Z140, 1st Floor Room 116 at Naval Station Norfolk.

• Award will be made to the responsive bidder submitting the acceptable offer at the highest rent.

• Within seven (7) days of award, the successful bidder must formally execute the lease document, provide a certificate of insurance, and pay the first quarterly rent.

Lease Agreement

• The Lessee must not participate in any Federal subsidy program related to the use or abstention from use of the premises.

• The Lessee is ineligible for cost-sharing assistance under the Department of Agriculture's Conservation Program.

• The Government reserves the right to terminate the lease at any time, with or without cause.

• The Lessee is responsible for all liabilities related to their use of the property and must indemnify the Government.

• Restrictions include prohibitions on releasing substances that impair visibility, emitting electrical interference, dumping garbage, relic hunting, and aerial crop dusting without authorization.

• Hunting is allowed on NAS Oceana, and the Lessee must report any damage caused by hunting.
