Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing Agricultural Wash Services to disinfect Department of Defense (DOD) sponsored exercise or special mission cargo entering the United States European Command Area of Responsibility (USEUCOM AOR). The primary goal is to ensure all equipment is free of agricultural contaminants before shipping.

• The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control for equipment disinfecting services.

• Services include applying a 1% Virkon solution to National Guard equipment.

• Estimated quantity: 50 pieces total, including MILVANs, trailers, generators, and vehicles.

• The contractor is responsible for containing and disposing of all Virkon runoff in compliance with local and federal environmental regulations.

• The contractor will monitor the Virkon dilution process, ensure proper 1% application, and issue a certificate of application upon completion.

• Maximum coverage of chemical solutions on exterior surfaces of all equipment.

• 90% first inspection pass rate.

• Personnel: Contractor employees must possess all required licenses for operating Virkon-S Ag Washing. Teleworking is not authorized. Contractor employees must identify themselves as contractors and wear distinguishing identification badges.

• Government Furnished: The Government will provide workspace, operators for equipment, water source, and utilities. The Army will ensure equipment is clean and free of dirt/debris prior to disinfection.

• Environmental Compliance: Contractor is responsible for fines resulting from failure to comply with environmental regulations regarding wastewater disposal.
