Instruction will cover critical topics like foreign internal defense (FID), counterinsurgency (COIN), irregular warfare (IW), and building partnership capacity, preparing personnel for engagement with partner nations. Training is student-centered, emphasizing real-world scenarios, and may involve Mobile Training Teams (MTT) at off-site/alternative locations, potentially OCONUS. The annual student load is approximately 1,500, with up to 40 students per day across 4 concurrent classes.

Submission & Evaluation

The proposal must be complete, self-sufficient, and respond directly to the solicitation requirements, consisting of four parts: Price Proposal, Present/Past Performance Information, Technical, and Mission Essential Plan.

  • Evaluation: Best value award utilizing Tradeoff procedures. Technical capability (Organizational Staffing and Manning Utilization Plan/Approach), Past Performance, and Mission Essential Plan (pass/fail) are considered significantly more important than cost or price. Technical proposals will be evaluated on an acceptable/unacceptable basis against the Performance Work Statement (PWS). Past performance will be evaluated based on recency and relevance, with specific criteria for award value ($100K minimum).

Special Requirements & Notes
