Scope of Work
The contractor shall furnish on-site academic instructors, registrar management, and training support services for multiple Air Advisor (AAA) courses, including the Air Advisor Initial Qualification Course, Air Advisor Senior Leader Course, and Air Advisor Mission Commander/Team Sergeant Qualification Course. Instruction will cover critical topics such as foreign internal defense (FID), counterinsurgency (COIN), irregular warfare (IW), and building partnership capacity. The training is student-centered, with an anticipated annual student load of approximately 1,500 students. While primarily at JBMDL, New Jersey, performance may require execution at remote sites within or outside the Contiguous United States (CONUS), excluding designated combat zones.

Offerors must propose a staffing plan, including qualified personnel such as a Contract/Site Manager with a Master's degree and instructors/Subject Matter Experts (SMEs) with advanced degrees, relevant deployment/military experience, and the ability to obtain/maintain a secret security clearance. Contractor personnel must complete mandatory Level I Antiterrorism Awareness Training and comply with JB MDL security and access procedures. The contractor is also required to implement a Quality Control Plan (QCP) and a random drug-testing program. Adherence to Wage Determination No. 2015-4191 for New Jersey counties is mandatory.

This is a Fixed-Price Requirements Contract with a base period of 12 months and four 12-month option periods, plus a potential 6-month extension. The target start date is October 2026. The NAICS code is 611699 (Education Services) with a size standard of $16.5 million. The current incumbent is Flatter Inc. under contract FA448421D0005.
Submission & Evaluation
Proposals must be submitted electronically via email to jeremy.botkin@us.af.mil and lewis.hampton@us.af.mil. Submissions should be organized into four volumes: Technical Capabilities, Past Performance, Price, and Mission Essential Plan. Volume I (Technical Capability) and Volume IV (Mission Essential Plan) combined are limited to 250 pages, and Volume II (Past Performance) is limited to 30 pages; covers and Tables of Contents are excluded. Proposals will be evaluated using a best value tradeoff approach, where technical capability, past performance, and the mission essential plan are considered significantly more important than cost or price. Technical evaluation will be on an acceptable/unacceptable basis, and past performance will assess recency and relevance for contracts valued at $100,000 or more. Proposals must remain valid for 180 calendar days.
