• Emergency Services (PWS 4.5): While no on-site medical services are required, an adequate transportation and casualty evacuation plan must be in place.
• Safety Vehicle (PWS 4.5.4): No specific requirements beyond the PWS are mandated for the enclosed safety vehicle, but an adequate transportation and casualty evacuation plan is still required.

Solicitation / RFP / RFQ

This solicitation is a Request for Quote (RFQ) for Air Delivery (AD) and Low-Level Static Line (LLSL) Progression and Sustainment Training Support for the United States Marine Corps (USMC). The objective is to supplement military aircraft to attain the volume of airdrops needed for battalion sustainment and to support required LLSL progression and sustainment.

• Aircraft Support: Provide aircraft capable of LLSL configured parachute operations (at least 2,200ft MSL to 6,000ft MSL, rear ramp exit), approved by Air Mobility Command, capable of supporting 12 combat-loaded Marines and 2 Jumpmasters simultaneously. Minimum of five flights per day required.

• Drop Zone, Airfield, and Facility Use: Provide a ZAR-approved drop zone, adjacent airfield, billeting, loading zone, and parachute packing area. The drop zone must meet NAVMC 3500.55B requirements.

• Site Support: Provide liaison support for all matters within the PWS.

• Facilities: Provide secure, climate-controlled facilities (minimum 2,000 sq ft) for storage, classroom instruction, and billeting of 35 personnel, with exclusive access and internet capability.

• Emergency Services: Coordinate emergency services, including air medevac and medical facility liaison.

• Unit Training Equipment: Government will provide weapons, radios, parachute systems, drop bags, tents, and cots.

• Contract Type: Firm Fixed Price.

• Period of Performance: May 1, 2026, to April 30, 2028.

• Minimum/Maximum Order: Minimum 1 Each, Maximum 66 Each.

This support is needed to supplement military aircraft and attain the volume of airdrops required for battalion sustainment and training continuity.

• Provide aircraft capable of LLSL configured parachute operations (rear ramp exit, approved by Air Mobility Command).

• Provide a ZAR-approved drop zone adjacent to a contractor-owned airfield.

• Provide drop zone liaison services.

• Provide on-site facilities including a secure building (min. 2,000 sq ft) for storage and classroom instruction, climate-controlled space for billeting 35 personnel, and common restrooms.

• Provide emergency services, including municipal/county paramedics and air medevac capabilities.

• Coordinate necessary airspace for LLSL operations.

• Provide drop zone jumper and parachute recovery capability.

• Aircraft must support 12 combat-loaded Marines and 2 Jumpmasters simultaneously.

• Aircraft must be capable of at least five flights per day per task order.

• Flights must not exceed 6,000 feet MSL and reach a minimum of 1,200 feet AGL.
