NOTICE TO RESPONDENT: Funds are not presently available for this effort. No award will be made under this draft RFP/presolicitation until funds are available. The Government reserves the right to cancel this draft RFP/presolicitation, either before or after the closing date. In the event the Government cancels this draft RFP/presolicitation, the Government has no obligation to reimburse an offeror for any costs.
AMENDMENTS: The Government anticipates amending this notice to incorporate additional draft RFP documents as they are finalized to allow for industry feedback.
DESCRIPTION AND BACKGROUND: This notice serves as the draft RFP/presolicitation for the BLU-136/B Next Generation Area Attack Weapon (NGAAW). The Direct Attack Munitions Branch (AFLCMC/EBDA), Direct Attack Division (AFLCMC/EBD), Armament Directorate (AFLCMC/EB), Eglin AFB, FL, plans to award a firm-fixed price multiple award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with an estimated price ceiling of $500,000,000 and an ordering period of seven (7) years for the production of the BLU-136/B NGAAW. The explosive fill is not considered part of this draft RFP/presolicitation. The potential procurement objective for the Air Force is to produce BLU-136/B inventory for the Government and potentially Foreign Military Sales. The expectation is that the annual production orders will range from 250-1500 per year (procurement numbers could vary by year) and the years of production could expand. The manufacturing of the warhead case and all components shall be in accordance with the Government-owned and provided Technical Data Package (TDP). The TDP will only be provided to those contractors that are registered and active in the Joint Certification Program (JCP) through the Defense Logistics Agency (DLA). The draft RFP/presolicitation contains the instructions for requesting the TDP and all information that is required in the request.
This is a 100% Small Business Set-Aside procurement. The North American Industry Classification System (NAICS) code for this acquisition is 332993 with a size standard of 1,500 employees. The Government anticipates awarding two (2) or more contracts utilizing The Department of Defense Source Selection Procedures.
TECHNICAL DATA PACKAGE REQUEST: Copies of the BLU-136/B drawings are available upon request from Catherine Hodge, email: catherine.hodge.2@us.af.mil, 1st Lt Douglas Cornelius, email: douglas.cornelius@us.af.mil If requested, drawings for the BLU-136/B will be made available via the AMRDEC SAFE website to qualified respondents for reference only. Respondents must officially request the documents in writing, via email. To validate the documentation release, the request must include: the company name, mailing address, email address, point of contact, phone number, current Commercial and Government Entity (CAGE) number and System for Award Management (SAM) registration. The written request must include acknowledgement of the responder's responsibility under the U.S. export contract laws and regulations.
