Submission & Evaluation
Quotes are due Thursday, June 4, 2026, at 5:00 PM Eastern Time. Submissions must be one electronic copy of the quote (Technical and Price Volumes) via email to Malik Addo (malik.addo@gsa.gov). Faxed quotes are not permitted. Evaluation will be based on three factors of equal importance: Technical, Past Performance, and Price. The award will be made to the highest technically rated offer that is also fair and reasonable in price, with no tradeoffs between cost and non-cost factors.
