Performance Work Statement (PWS)

This PWS describes the general and representative Contractor knowledge, experience, and capabilities required to augment the Air Force Research Laboratory Center for Rapid Innovation (AFRL/CRI) with Advisory & Assistance Services (A&AS) support.

• Provide contracted knowledge and experience to meet current and projected workload requirements for AFRL/CRI.

• Support procured through the General Services Administration (GSA) One Acquisition Solution for Integrated Services (OASIS) Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Contract (MAC).

• Non-Personal Services: Contractor employees shall not be supervised by the Government; the Contractor manages its employees.

• Inherently Governmental Functions: Contractor shall not perform these functions; all decisions are the Government's responsibility.

• Organizational Conflict of Interests (OCI): Contractor must manage work distribution to avoid OCI.

• Ethics: Contractor must maintain an unblemished appearance regarding ethics, discretion, and protection of information.

• Data Rights: Government retains unlimited rights to all data and deliverables developed at Government expense.

• Timeliness: Adherence to all schedule timelines, milestones, and delivery schedules is required.

• Access to Worksite: Contractor will work with the Government to determine terms during base shutdowns; Government is not liable for costs incurred during shutdowns on FFP contracts.

• Alternate Facilities: Contractors may work at alternate facilities if requested by the CO at no additional cost.

• Telecommuting/Telework: Generally customer-specific, approved on a case-by-case basis by the COR. Contractor bears telework expenses.

• Task Order Management: Includes transition planning, kick-off meetings, and other management items.

• Personnel Management: Contractor is responsible for employment, training, guidance, and supervision of qualified personnel. Workforce stability and minimizing turnover are critical.

• Contractor Identification: Employees must wear company identification badges and identify themselves as contractors.

• Travel: May be required using commercial air, Government air, or other modes. CONUS travel requires COR approval; OCONUS travel requires CO approval.

• Financial Management: Includes billing procedures, fund limitations, purchasing, and payment processes.

• Deliverables Management: Reports and data submitted per Contract Data Requirements List (CDRL).

• Quality: Contractor must provide and maintain an inspection system. Government reserves the right to survey services.

• Performance Evaluation: Subject to Government surveillance; includes identification and control of non-conformances (minor and major).

• Environmental, Safety, and Health: Compliance with all applicable federal, state, and local requirements, including OSHA and AFOSH standards.

• Security: Compliance with physical, industrial, and information security requirements, including clearances, trustworthiness determinations, and controlled unclassified information (CUI).

• Base Support Services: Includes access to LAN, workspace/supplies, and support for briefings and reports.

• Section Specific Description of Services: Details roles such as Senior Engineer, Program Support Specialist, Program Administrative Support, Senior Program Management Support, Senior Program Manager (Rapid Air Vehicle Product Development), Portfolio, Project, and Process Analysis Support, and Surge Capability.

• Maintain a turnover rate of no more than 1 FTE per year.

• 100% compliance with this PWS and acceptable performance quality.

• Not more than three (3) minor security violations per year.

• Not more than 1 (1) major security violation per year.

This notice is for market research purposes to determine the capability of Small Business firms for IT enterprise support for the Air Force Research Lab’s (AFRL) Center for Rapid Innovation (CRI).
