Purpose & Scope

This Sources Sought aims to gather market capabilities for providing comprehensive instructional and administrative support to AFROTC detachments. The services include:

  • Providing qualified Associate Professor of Aerospace Studies (APAS) Instructors.
  • Preparing and teaching Aerospace Studies Instruction, covering Air Force structure, mission, and tactics.
  • Administering tests and ensuring practical application of theory.
  • Supporting cadet activities such as Leadership Laboratory (LLAB), physical fitness, Professional Military Training (PMT), and Cadet Professional Development Training (PDT).
  • Administering the Air Force Officer Qualifying Test (AFOQT) and assisting with cadet evaluation.
  • Reviewing cadet academic degree plans and providing administrative support for resource management, pay, and tuition tracking.
  • Assisting with data entry into AFROTC information management systems (e.g., WINGS) and supporting inspections and recruiting events. The anticipated contract period is from June 21, 2026, through June 20, 2030, with performance at various AFROTC locations across the United States.

Information Requested from Industry

Respondents are requested to provide:

  • General Information: Company name, address, point of contact, telephone/fax numbers, email, business type (e.g., small, large, SDVOSB) under NAICS 611699 (size standard $15.0M), CAGE Code, and Unique Entity Identifier (UEI). If a different NAICS (e.g., 611430) is typically used, provide rationale.
  • Capabilities: Documentation demonstrating the ability to recruit and provide qualified APAS Instructors, and to perform services as outlined in the DRAFT Performance Work Statement (PWS) paragraphs 1.4.1-1.4.18. Confirmation of capability via an existing GSA schedule, with supporting documentation, is also requested.
  • Commercial Terms: Any customary commercial contract terms or conditions that could enhance contract effectiveness.
