Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for sustainment support of the Air Force Total Ownership Cost (AFTOC) system for the Air Force Cost Analysis Agency (AFCAA). The AFTOC system collects, compiles, stores, and standardizes data from over 26 cost, logistics, and programmatic Department of the Air Force (DAF) data sources to provide summarized and detailed cost data to approved users.

The contractor shall provide functional expertise in DAF and DoD data systems to support the AFTOC mission. Key tasks include:

• Data Acquisition: Collecting, quality checking, processing, and presenting raw data from various DoD systems.
• Data Source System Changes, Updates, and Information Integration: Investigating, documenting, designing, and implementing features to integrate data from Enterprise Resource Planning (ERP) systems and legacy systems, and managing changes to data sources.
• Data Conversions, Validation, and Processing: Filtering, converting, validating, and processing raw data into standard formats, and generating/maintaining cross-reference tables.
• Data Presentation: Maintaining customer interfaces for data interaction, developing reports and dashboards using tools like Business Objects and Tableau, and providing user training.
• Quality Assurance: Executing statistical quality assurance tools to identify and recommend solutions for data anomalies.
• CUI Data Markings: Complying with requirements for Controlled Unclassified Information (CUI) markings.
• Configuration Control Board (CCB): Providing Subject Matter Experts (SMEs) to participate in CCB reviews and advise on change requests.
• Training and User Group Meeting (UGM): Developing and delivering training products and hosting annual UGMs.
• Helpdesk Operations/End User Support: Providing user and PMO support, answering questions, performing ad hoc queries, and making recommendations.
• Documentation: Maintaining and updating documented descriptions of processes used in producing AFTOC products.
• Database Administration (DBA): Providing DBA support for AFTOC program databases, ensuring integrity, security, and availability.

Performance will be assessed on an "Acceptable" or "Unacceptable" basis against minimum performance thresholds outlined in Section III. Examples include:

• Providing and maintaining a qualified workforce (85% of qualified personnel on the job within two weeks of vacancy).
• Timely submission of deliverables (90% of upgrades delivered on or before the required delivery date).
• Data retrieval and processing (90% of upgrades delivered on or before the required delivery date).
• Database backups (100% threshold for weekly backups).
• CUI Data Marking (95% of documents marked correctly).

The place of performance is Hill AFB, Ogden Utah. Telework is expected to be utilized to the maximum extent practical, with recurring telework defined as a maximum of one/two days per week for non-remote positions.

• Contractor personnel must possess required certifications, skillsets, and security clearances.
• Compliance with Risk Management Framework (RMF) and Controlled Unclassified Information (CUI) requirements is mandatory.
• The contractor shall not perform inherently Governmental functions.
• Key Personnel are designated and require Government approval for any substitutions.
