Quick Summary
The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) is conducting market research through this Sources Sought Notice to identify eligible contractors capable of providing an on-site representative for the grooming of an Air High Pressure Dehydrator (AHPD) onboard a Virginia-class submarine, and for hazardous waste management on Naval Vessels. This is not a solicitation for proposals. Responses are due by April 9, 2026, 0900 HST.
Scope of Work
This effort encompasses two primary areas as detailed in the draft Statement of Work:
- Air High Pressure Dehydrator (AHPD) Grooming (Item No. 551-11-001): Requires Original Equipment Manufacturer (OEM) services to assess, groom, identify operational deficiencies, accomplish repairs, and conduct an operational test of one AHPD in the Engine Room Middle Level (ERML). A known source for the Qualified Technical Representative is Cepeda Associates, Inc.
- Hazardous Waste Management (Item No. 077-00-001): Involves managing and disposing of listed hazardous wastes throughout Naval Vessels. This requires strict adherence to the Resource Conservation and Recovery Act (RCRA) and Federal Hazardous Materials Transportation Act. Contractors must differentiate between Navy-generated, Contractor-generated, and Co-Generated hazardous waste, with specific documentation and identification number requirements. Expected waste types include acid solutions, ethylene glycol, sodium hydroxide, cleaning solvents, and various chemical compounds. The estimated cost for this portion is $0, subject to equitable adjustment for deviations.
